On Friday, 9/20/19, officers of the Johnson City Police Department arrested David Chapman (23 years old, 1537 Redwood Drive, Kingsport) on the charges of Evading Arrest (felony count), Reckless Driving, Driving on Suspended License 1st, Wrong Way on a One Way Street, and Stop Sign violation.
On 8/21/19 at approximately 2:46 am, while on patrol in the downtown area, an officer observed a vehicle traveling at a high rate of speed. The vehicle almost crashed negotiating a turn and had to stop in the middle of the roadway. It then sped away, running a stop sign and traveling the wrong way down a one-way street. Officers attempted a traffic stop, but the vehicle fled at an extremely high rate of speed, going the wrong way down another one-way street. The vehicle was later located after it had been crashed, and investigation revealed the driver to be the Defendant.
A warrant was issued and the Defendant was placed into custody on the above charges and transported to the Washington County Detention Center where he was being held in lieu of $10,000 bond. Arraignment was set for 1:30 p.m. on 9/23/19 in Washington County General Sessions Court.
