On 9/10/2019 officers of the Johnson City Police Department arrested William S. Necessary (1121 E. Lakeview Dr., 27 years old) and charged him with Theft of Property (Motor Vehicle) over $1000.
On 9/1/2019 Officers made contact with the victim who said he let Mr. Necessary borrow his vehicle and he would not return it. The victim stated Mr. Necessary refused to answer his phone calls and was unable to locate him to recover his vehicle. Later on that date officers received information from the victim that Mr. Necessary left the vehicle abandoned at 1508 E. Watauga Ave. Officers responded to the location where the vehicle was recovered and returned to the victim.
On 9/10/2019 officers located Mr. Necessary at the 11E Motel at 3500 W. Market St. where he was placed under arrest. Mr. Necessary was transported to the Washington County Detention Center where he is being held on a $2,000 bond. Arraignment was set for 1:30 P.M. on 9/10/2019 in Washington County General Sessions Court.
