On 6/22/2019, officers of the Johnson City Police Department arrested Ivan Wiener and Nicolette Guinn (both of 23 Veterans Way, Johnson City, TN, 46 and 39 years of age respectively). Wiener was charged with theft of a motor vehicle (over $2,500) and driving on a revoked license. Guinn was charged with being an accessory to a felony after the fact.
At approximately 6:00 p.m. on 6/21/2019, officers responded to a theft of a motor vehicle at 1702 W. Market St. that had just occurred. Wiener was seen on surveillance footage getting into an unlocked vehicle and driving away while the victim was inside. Officers then located Guinn behind the business, who had been with Wiener prior to the theft. She refused to divulge information on the suspect, and the victim stated Guinn intentionally hindered him from attempting to prevent the theft. Wiener was identified, and both were charged accordingly.
Both were transported to Washington County Detention Center. Wiener was held on a $6,000 bond, while Guinn’s was set at $5,000. Arraignment was set for 10:30 a.m. on 6/24/2019 in Washington County General Sessions Court.
