Press Release (Homicide Arrest)

On February 6, 2019, at approximately 10:04 p.m., officers of the Johnson City Police Department responded to 502 E. Maple Street, Johnson City in reference to a reported accidental discharge of a firearm resulting in an injury at this residence. Upon arrival, officers discovered a male victim with a gunshot wound to his head.

The preliminary investigation revealed that the victim came to this residence to visit the homeowner and after shortly entering  the residence, the victim received a gunshot wound to his head. A subsequent investigation revealed that this incident was caused by negligent handling of a firearm and also alcohol contributed to this incident.

The victim, Joseph Parlier, a 24 year-old male from Chuckey , Tennessee  was transported to the Johnson City Medical Center Hospital in critical condition and was placed on life support. The suspect, 30 year-old male, Justin Wills of 3875 Erwin Highway, Afton, Tennessee was arrested and charged with one count of Aggravated Assault and booked into the Washington County Detention Center. At  Mr. Wills arraignment on February 7, 2019, the charge against him was upgraded to Attempted Second Degree Murder.

On February 8, 2019, the victim, Joseph Parlier , succumb to his injuries and was pronounced dead at the Johnson City Medical Center Hospital at approximately 12:05 a.m. As a result of the victim’s death, the suspect, Justin Wills was charged this afternoon with a new warrant for the charge of Second Degree Murder.
