On 12/22/2018, officers of the Johnson City Police Department arrested Richard D Ryan (1110 King Springs Rd; 31 yrs old) and charged him with Felony Reckless Endangerment, Driving Under the Influence, and Violation of TN Implied Consent Law.
At approximately 2:21 a.m., 911 received a call about a purple Dodge Challenger driving recklessly and nearly striking a pedestrian downtown. The vehicle had driven up onto the sidewalk and dragged a downed light pole underneath it. The vehicle was located shortly after at 1110 King Springs Rd with damage to the underside consistent with the incident. Richard Ryan was located in the residence and was determined to have been driving the vehicle. It was also determined that Ryan had been driving under the influence of alcohol.
Mr. Ryan is currently being held in the Washington County Detention Center in lieu of a $11,000 bond. His arraignment hearing is set for 12/26/2018 at 1:30 p.m. in Washington County’s General Sessions Court.
