    On 10/16/2018 officers of the Johnson City Police Department arrested Toby S. Richardson (1206 N. Barton Street, 33 years old) and charged him with Burglary From A Motor Vehicle.

At approximately 2:55 P.M., officers responded to the Shell Station at 1512 W. State Of Franklin Rd. in reference to a subject that had stolen property from a construction site on ETSU property. When officers arrived, we were able to identify the suspect, Mr. Richardson, based on the description given by the caller. Upon further investigation, it was found that the incident occurred in the Ruby Tuesday’s parking lot at 1208 Harris Dr. The victim and witness stated that Mr. Richardson was seen circling the victim’s vehicle multiple times, then opened the back hatch of the vehicle, and took four tool bags with multiple tools inside of them.  The stolen tools were located nearby and a drill bit set was also found in a cooler Mr. Richardson had in his possession, that belonged to the victim.

Mr. Richardson was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $10,000 bond. Arraignment was set for today, 10/17/2018, at 1:30 P.M. in Washington County General Sessions Court.
