On April 8, 2018 at approximately 1610 hrs,  Johnson City police officers were investigating a suspicious vehicle at 525 Sells Ave.  During the investigation, contact was made with Mr. Steven Goodwin, age 46 of 639 Charlie Hicks Rd in Jonesborough, Tn.  Mr. Goodwin claimed to be the owner of the vehicle, but became very nervous during his encounter with the police officers.  Eventually, Mr. Goodwin began fleeing on foot.  Officers gave chase.  Mr. Goodwin fell down, but then got up and displayed a knife in a threatening manner toward one of the officers.  He was subsequently tased, however, he was able to pull out the prongs and continue to elude capture.  Officers eventually lost contact with Mr. Goodwin.  A K-9 was brought to the scene and a track initiated.  In time, it was discovered that Mr. Goodwin was in a nearby residence that did not belong to him.  Officers made repeated commands for Mr. Goodwin to surrender, but he refused to comply.  Officers were able to gain access into the home, at which time, Mr. Goodwin attempted to barricade himself in a back bedroom.  He continued to resist officers’ commands to surrender, while stating that he had a gun.  Officers were able to crack the bedroom door and the K-9 was released into the room.  K-9 Bosco made contact with Mr. Goodwin and bit him on the arm and foot.  Officers were able to push on into the room, at which time Mr. Goodwin surrendered.  He was taken to the Johnson City Medical Center to receive treatment for his injuries.  Afterwards, he was admitted into the Washington County Detention Center where he is currently being held on a $100,000 bond.  He is charged with two counts of Aggravated Assault, Evading Arrest, and Resisting Arrest.  His arraignment is set for Monday, April 9, at 1:30 p.m. in Washington County General Sessions Court.
