On 02/27/17 at approximately 1300 hours, officers of the Johnson City Police Department served warrants on Ryan D. Presnell, 32 years of age, of 102 Poplar Hill Extension, Johnson City, after he was discharged from medical care charging him with 11 counts of Reckless Endangerment, Possession of Unlawful Drug Paraphernalia, Simple Possession of Methamphetamine, 2 counts of Vandalism under $1000, Vandalism over $10,000, Burglary, Evading Arrest, Driving Under the Influence, and Leaving the Scene of an Accident.
On 02/26/17 at approximately 1025 hours, officers of the Johnson City Police Department were dispatched to 1301 Seminole Drive in reference to a reckless driver. The driver of the vehicle had left the area but resurfaced again at Grace Fellowship Church, 2314 S. Greenwood Drive, continuing to drive in a reckless manner. Officers made contact with the driver and attempted to pull him over when he eluded officers by driving off the roadway into a residential area and exiting onto another roadway. Shortly after losing sight of the vehicle, officers were advised that the driver had repeatedly struck an ATM at Knoxville TVA Credit Union, 2004 N. Roan St, with his vehicle before leaving the scene. Officers were able to once again make contact with the driver as he entered the east bound on-ramp to I-26 from N. Roan Street. As officers were pursuing the driver who continued to ignore emergency lights and sirens, he crossed the median and began traveling east in the west bound lanes of traffic at a high rate of speed nearly striking several vehicles and forcing others to swerve off of the roadway. The driver then crossed back onto the east bound lanes of traffic before exiting the interstate after crashing through a fence near E. Eleventh Avenue. He then began driving through the back yards of several homes to elude police. The suspect’s vehicle was located hidden in a barn on Silverdale Drive but the driver was not located with his vehicle. The driver was found a short time later walking on E. Oakland Avenue near Brook Lane and was apprehended without incident.
Mr. Presnell was transported to the Washington County Detention Center where he is currently being held in lieu of a $146,000 bond. He is scheduled to be arraigned in General Sessions Court on 02/28/17 at 1330 hours.
