On 2/21/17 at 10:30 a.m., the Johnson City Police Department arrested Arnaldo Torres (1319 Bell Ridge Rd, 18 years old) and Hayley Webster (2107 Hickory Springs Rd, 19 years old) charging them each with Aggravated Assault.
On 2/21/17 at 3:20 a.m., it was reported to police that Torres and Webster approached the victim on Orleans St wearing bandanas over their faces. They chased the victim a short distance before catching up to him and assaulting him. It was reported that Torres used a pistol to assault the victim as well. Both suspects fled the scene when a neighbor called police, but were apprehended a short while later still in the area.
On 2/21/17, Torres and Webster were arrested and transported to the Washington County Detention Center, where they are being held in lieu of a $50,000 bond each. Arraignment is set for 1:30 p.m. on 2/22/17 in Washington County General Sessions Court.
