On 08/07/13, Criminal Interdiction Officers of the Johnson City Police Department arrested James Clinnie Casper(1385 Nickville Rd. Elberton, GA 30635), a 66 year old male and Joshua David Power(331 Cosby Rd. Winder, GA 30680), a 38 year old male and charged both with Possession of Sch II for resale. Power was also charged with Identity Theft.
At approximately 2:12 PM Criminal Interdiction Officers observed a speeding vehicle on Interstate 26 Westbound around mile post 25 and stopped the truck for the speeding offense at mile post 23.6. Officers made contact with James Casper, the driver, and his passenger Joshua Power. Both Casper and Power stated they were enroute to Kentucky from Georgia. A narcotics trained police canine was called to the scene to assist. Upon search of the truck officers located over 900 Oxycodone and Methadone pills which are believed to be illegally diverted. The minimal street value of the pills is $23,380.00.Power also lied to officers about his true identity due to having warrants out of Georgia.
James Casper and Joshua Power were arrested on scene of the traffic stop. Casper and Power were later transported to the Washington County Detention Center. James Casper is being held in lieu of a $10,000.00 bond and will be arraigned Thursday 08/08/13 at 1:30 PM at Washington County General Sessions Court. Joshua Power is being held in lieu of a $20,000.00 bond and will be arraigned Thursday 08/08/13 at 1:30 PM in Washington County General Sessions Court.
