On 04/28/16, officers of the Johnson City Police Department arrested James Lynn Duncan (General Delivery, Johnson City, 25 years old) and charged him with False Reporting and Possession of Drug Paraphernalia.
At approximately 12:55 a.m., officers observed Duncan walking near Division St., and W. State of Franklin Rd. carrying a backpack that appeared to be full. Due to thefts that have occurred in this area in the past, the time of day and weather conditions officers stopped and spoke with Duncan. During this conversation Duncan appeared nervous and could not provide any form of identification. Officer could not identify Duncan with the provided name and date of birth. Officers received permission from Mr. Duncan to search his backpack and that resulted in the discovery of two marijuana pipes with marijuana residue. Officers also found credentials in the backpack which assisted in identifying him. Duncan stated he lied about his identity because he had felony warrants out of Oregon.
Duncan was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $5,000 bond. Arraignment is set for 04/28/16 at 1:30 p.m. in Washington County General Session Court.
