On 7/21/2013 at approximately 10:50 pm, officers of the Johnson City Police Department were dispatched to check the welfare of the defendant near North Roan St. by Interstate 26. Upon arrival, defendant could not provide any form of identification to officer except for his social security number. After doing warrant check on the defendant base on that social security number, it was confirmed that David A Ritter, 35of 755 Tavern Hill Rd, Jonesborough, TN 37659 was wanted out of Somerset County, Pennsylvania. It was a full extradition warrant out of Pennsylvania for violation of probation. Defendant was transported to the Washington County Detention Center where an arraignment is set for 07/22/2013 at 1:45 p.m. in Washington County Session Court.
