On 7/21/2013 at approximately 7:30 pm, officer of the Johnson City Police Department were dispatched to a shoplifter at Belk, 2011 N Roan St. The defendant selected multiple items and cutoff some of the price tags to the merchandise in the fitting room area. Defendant then concealed all the merchandise in her purse and walked past the point of sale without paying. Defendant was stop by Belk loss prevention officer before police officer arrive. A total of 20 items were recovered with an amount worth $1,143. Cindy Elaine Smith, 49 year-old, of 914 Malcolm Ln, Kingsport, TN 37660 was arrested for felony shoplifting. She was transported to the Washington County Detention Center and will be held on a $10,000 bond. An Arraignment is set for 07/22/2013 at 1:45 p.m. in Washington County Session Court.
