On 07/21/13, officers of the Johnson City Police Department arrested Leonard L. Phelps (171 2nd St. Bristol, VA, 31) and charged him with convicted felon in possession of a firearm.

At approximately 03:04 a.m., officer was giving extra patrol to the Job St. parking lot adjacent to Neuman’s. While giving extra patrol officer was approached by a subject who advised that Mr. Phelps had approached him while at Neuman’s at which time he was told by Mr. Phelps that he was in possession of a handgun. The subject also advised officer that he observed Mr. Phelps later in the evening sitting inside a silver Volkswagen Beetle bug parked in front of The Battery at 601 Springs St, which is just across the street.

Officer was able to locate the vehicle which was occupied by  Mr. Phelps who was sitting in the front seat of the vehicle. When asked to see some identification officer observed a black and silver handgun located in the floorboard of the back seat directly behind the driver’s seat where Mr. Phelps was sitting. Further investigation revealed that Mr. Phelps was a convicted felon out of Indiana for Conspiracy to Commit Burglary dating 12/11/2008. Mr Phelps was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $10,000 bond. Arraignment is set for 1:45 p.m. on 07/22/13 in Washington County General Session Court.
