On 12/1/15 at 6:14 pm, officers of the Johnson City Police Department were dispatched to the area of the 500 block of E. Fairview Ave. in reference to a person found deceased in the alleyway. The victim was identified as a 38 year old female, Angela S. Williams (404 E. Fairview Ave.)
The incident was investigated jointly by the Criminal Investigation Division and Traffic Crash Reconstruction Team due to the unknown reason for the death at the time. The case was eventually turned over to the Traffic Crash Reconstruction Team when the investigation determined that Ms. Williams was a pedestrian on Railroad Street and was run over by a motor vehicle. The investigation revealed that a 1995 green Plymouth Neon ran over Mrs. Williams, resulting in her fatal injuries.
The vehicle was being operated by Dion Flack (600 Orleans St) 49 years old. Mr. Flack was arrested today and charged with Vehicular Homicide by Intoxication, Leaving Scene of Crash involving Death, Driving on Suspended License 1st offense, and Failure to provide insurance. Mr. Flack is being held at the Washington County Detention Center in lieu of a $75,000 bond. Arraignment is set for 1:30 p.m. on 12/7/15 in Washington County Detention Center. The incident is still under investigation by the Traffic Crash Reconstruction Team.
