On Saturday, July 04, 2015 officers of the Johnson City Police Department arrested Stephen S. Bateman, 35,
And Jessica D. Julian, 34, of 3141 Siam Road, Elizabethton, TN. Bateman is charged with DUI fourth offense,
Driving on a Revoked License second offense and leaving the scene of an accident with vehicle damage and
Julian is charged with DUI first offense. The arrest was a result of an investigation of a vehicle crash that occurred on
North Roan Street, near Mockingbird Lane, on 07-04-15 where Bateman was determined to be the driver of a
vehicle that fled the scene. Soon after leaving the scene, Bateman changed positions within the vehicle
with Julian who was operating the vehicle when stopped by police. Bateman was transported to the
Washington County Detention Center and is currently being held without bond until a hearing can take place
on 07-06-15 at 1:30. Julian was placed into the Washington County Detention Center under a $1,000.00 bond
With arraignment set for Washington County General Sessions Court on 07-06-15 at 1:30.
