On 6/15/15, officers of the Johnson City Police Department arrested Phillip Jason Payne (Johnson City, 37 years old) and charged him with theft over $1,000.
The arrest is the result of an investigation into an incident that occurred in April. The victim advised that he allowed Payne to use his debit card for gas. The victim stated that Payne then kept the card longer and proceeded to charge $3,684.00 on the account. Video surveillance was obtained from businesses where the card was used and Payne was identified as the person using the card.
Carter County Sheriff’s Department detained Payne and officers of the Johnson City Police Department took him into custody. Payne was transported to the Washington County Detention Center. He is being held in lieu of a $10,000 bond. Arraignment is set for 1:30 p.m. on 6/16/15 in Washington County General Sessions Court.
