On 6/15/15, officers of the Johnson City Police Department arrested Phillip Jason Payne (2404 Bob Little Rd, 37 years old) and charged him with one count of aggravated assault.
The arrest is the result of an investigation into an altercation that took place at 116 Spring City Drive on 4/26/15. A victim alleged Payne attempted to strike him with a vehicle shortly after spraying him with pepper spray. Responding officers observed injuries consistent with the victim’s allegations.
On 6/15/15, Payne was taken into custody and transported to the Washington County Detention Center where he is being held in lieu of a $40,000.00 bond. Arraignment is set for 1:30 p.m. on 6/16/15 in Washington County General Sessions Court.
