On Wednesday, April 15, 2015, 38 year old, Tammy Smith, 201 Dalewood Rd. Johnson City, TN and, 41 year old, Michelle Tolley, 161 Patton May Rd. Telford, TN, were arrested by officers of the Johnson City Police Department. Smith was charged with Motor Vehicle Theft, Possession of Schedule II with Intent to Sell, Unlawful Drug Paraphernalia and Driving without D.L. in Possession. Tolley was charged with Possession of Schedule II with intent to sell and Unlawful Drug Paraphernalia. The arrest stems from officers observing a silver car matching the description of a stolen vehicle traveling on Milligan Hwy. Officers followed the vehicle until it stopped in the driveway of 408 E Grand Ave, where Officers conducted a traffic stop. The Vehicle was confirmed stolen and the driver, identified as Smith, and the passenger identified as Tolley, were placed into custody. While searching the vehicle and suspects, a glass pipe commonly used to smoke cocaine and a plastic bottle containing individual bags of a hard white substance which appeared to be crack cocaine were located. Smith and Tolley were transported to the Washington County Detention Center where Smith is being held in lieu of $21,000 bond, And Tolley is being held in lieu of $11,000 bond. They are scheduled to appear in Washington County General Sessions Court on April 15, 2015 at 1:30PM.
