On 07/29/13 , Officers of the Johnson City Police Department arrested Rusty L. Anderson, 34, who resides at 108 W. Holston Ave, and charged him with being a Fugitive from Justice.

At approximately 2:29 P.M. officers were dispatched to the 100 block of W. Holston Ave in reference to two male subjects fighting in the yard of a residence. Upon arriving on scene officers located one subject as he was walking back to his residence. After a brief investigation officers determined the location of the other male subject involved. While conducting a records check it was determined that suspect Rusty Anderson had an active warrant for parole violation out of the state of Louisiana. His original charges were for multiple DUI convictions and the local agency in Louisiana confirmed they would extradite.  Mr. Anderson was then placed under arrest and transported to the Washington County Detention Center.   He is being held without bond and arraignment is set for 1:30 P.M. on 07/29/13 in Washington County General Sessions Court.

On 7/30/2013, officers of the Johnson City Police Department arrested Claude Garland Jr (23 Veterans Way Johnson City, TN 37604), 59 years old, and charged him with Theft of Property (over $1000.00).

The arrest is the result of an investigation into a stolen watch from a residence in Johnson City. An investigation found Garland pawned the stolen property at a Johnson City pawn shop. Garland was located at his residence this date where he admitted to the offense. He is being held in the Washington County Detention Center in lieu of a $10,000.00 bond. He is scheduled for arraignment in the Washington County General Sessions Court on 7/31/13 at 1:30 p.m.

On 7/27/13, officers of the Johnson City Police Department arrested Marc Engle (215 W. Fairview Ave. #3, 24 years old) and charged him with theft over $1,000.00.

On 5/24/13, a report was made of a theft from a residence where Engle, working for plumbing company, was on a job.  Several items were taken and discovered when the homeowner returned home for the evening. Some of the property was recovered during the course of the investigation and traced back to Engle.

Engle was arrested on a warrant charging him with the theft and he was transported to Washington County Detention Center where he is being held in lieu of $10,000 bond.  Arraignment is set for 1:30 p.m. 8/1/13 at in Washington County General Sessions Court.

On 8/2/13, officers of the Johnson City Police Department responded to 4200 Englewood Blvd. to assist the Johnson City Fire Department on a house fire. Fire personnel discovered what is believed to be the body of the homeowner, Robert Griffith (4200 Englewood Blvd. 64 years old), deceased in the kitchen area of the residence. The preliminary investigation revealed that the death was due to a fire caused by a cooking incident. The investigation is ongoing by the State Fire Marshall’s Office, Johnson City Fire Marshall’s office and the Johnson City Police Department’s Criminal Investigation Division.

On 8/2/13, officers of the Johnson City Police Department arrested Robert Rose (508 Hart Avenue, 25 years old) charging him with (auto) theft over $10,000.

On 7/13/13, the victim reported his 2004 Subaru stolen from a parking lot in the downtown area of Johnson City. No witnesses to the crime were located.

On 8/2/13, a family member of the victim observed the vehicle being driven by Rose in the Boones Creek area of Johnson City.  Officers located Rose after he abandoned the stolen vehicle on I26 and flagged down another vehicle for a ride. Officers located the vehicle Rose flagged down and performed a traffic stop taking Rose in to custody. He was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $10,000 bond. Arraignment is set for 1:30 p.m. on 8/5/13 in Washington County General Sessions Court.

On 08/03/2013, officers of the Johnson City Police Department arrested Amber Leslie Branham, 37 years old, 15 Biscayne Drive, Candler, NC and charged her with Theft of Property over $500.00 and Contributing to the Delinquency of a Minor. 

The arrest stems from an investigation into a theft that occurred at J.C. Penny, 2011 N. Roan Street, Johnson City, TN.  Upon arrival at J.C. Penny, officers made contact with a member of asset protection who advised that they had observed Ms. Branham take over $500.00 worth of merchandise, conceal it, and attempt to leave the store without paying.  In addition to the merchandise Ms. Branham was in possession of, she also placed several items of clothing in a bag that was in the possession of her juvenile child. 

Ms. Branham was arrested and transported to the Washington County Detention Center where she is being held on a $6,000.00 bond.  She is scheduled to appear in Washington County General Sessions Court on 08/05/13 at 1:30 p.m.

On 8/4/13, officers of the Johnson City Police Department arrested Marcus S. Wright (412 W. 9th St., 18 years old) and charged him with two counts of Auto Burglary.

 

At approximately 4:20 a.m., officers responded to the 600 block of Fall St., Johnson City, after a 911 call came in advising that three males were chasing a fourth male in the area.  Upon arrival officers found that Marcus Wright had been chased down and subdued by three males after they witnessed Wright breaking into, and stealing property from, one of their vehicles.

 

Officers took Mr. Wright into custody and found several pieces of property inside a backpack that he had been carrying.  Officers were able to locate at least one other victim and charge Mr. Wright.  Several pieces of property are still unaccounted for and are believed to have been stolen from the Fall St. area. 

 

Mr. Wright was transported to Washington County Detention Center, where he is being held in lieu of a $20,000 bond.  An arraignment is set for 1:45 p.m. on 8/5/13 in Washington County General Sessions Court.

On 08/05/13 , Officers of the Johnson City Police Department arrested Joshua Howell, 21, who resides at 254 Miller Rd. Jonesborough TN 37659, and charged him with Felony Evading Arrest, Driving on a Suspended License, and Speeding.

At approximately 10:31 A.M. officers attempted to stop a white Jeep Cherokee for speeding, which was driven by the defendant Mr. Howell on S. Greenwood Dr. about Colony Park Dr.  After stopping briefly Mr. Howell took off at a high rate of speed as officers approached the vehicle. He was apprehended a short time after, and had fled because he had a suspended driver’s license.  Mr. Howell was taken into custody and transported to the Washington County Detention Center.   He is being held on a $11,000 bond and his arraignment is set for 1:30 P.M. on 08/06/13 in Washington County General Sessions Court.

On 08/05/13, officers of the Johnson City Police Department arrested Tina Sumner, 38 yr old, 1402 East State St., Bristol TN, and charged her with Theft of Property over $1,000 and Unlawful Drug Paraphernalia.

At approximately 10:18 p.m. officers were dispatched to a fight in progress call and made contact with Ms. Sumner.  During the course of the investigation it was discovered that Ms. Sumner was in possession of a stolen vehicle out of Sullivan County, TN.  Officers then located a small glass pipe appearing to be drug paraphernalia in the front driver side door panel of the stolen vehicle.  Ms. Sumner was taken into custody and transported to the Washington County Detention Center where she is currently being held on an $11,000 bond.  An arraignment is set for 1:30 p.m. on 08/06/13 in Washington County General Sessions Court.

On 8/3/13, officers of the Johnson City Police Department arrested Latari Monique Jackson (716 King Springs Rd., 30 years old) and charged her with aggravated burglary and theft over $1000. 

Jackson is the second person arrested in connection with a burglary that was witnessed and reported by the victim on 6/15/13.  During that incident, victim reported seeing Jackson and two other suspects enter an east Johnson City residence and carry out a television.  One of those suspects has previously been arrested and charged in connection with this incident. 

Jackson was transferred from Carter County Jail and served with warrants and transported to Washington County Detention Center, where she is being held in lieu of $20,000 bond.  Arraignment is set for 1:30 p.m. on 8/6/13 in Washington County General Session Court.

On 8/6/13, officers of the Johnson City Police Department arrest Heather N. Guinn (2043 Bristol Hwy, Watauga, 28 years old) and charged her with theft over $1000.00. 

The arrest came as the result of an investigation into a complaint made by a Johnson City rental property business on 6/15/13.  Guinn had rented property from the company and failed to make any regular payments or return the property when requested.  Several attempts were made to get the property back and locate Guinn, all without success. 

Guinn was arrested after being released from the Carter County Jail and transported to Johnson City where she was served with outstanding warrants. She was taken to the Washington County Detention Center where she is being held in lieu of $10,000 bond.  Arraignment is set for 1:30 p.m. on 8/6/13 in Washington County General Sessions Court.

On 8/3/13, officers with the Johnson City Police Department arrested Mary Elizabeth Street (130 CM Chase Rd., Jonesborough, TN, 27 years old) on charges of Forgery under $500 (2cts.) and Theft of Property under $500 (2cts.)

On 5/3/13, officers received a report of forged checks.  The victim advised that his ex-wife and stolen two checks from his check-book, forged and passed them on two different days at the Andrew Johnson Bank, 3300 Browns Mill Rd., Johnson City.  She was captured on bank surveillance video passing the checks.  A warrant was issued for her arrest.

On 8/3/13, she was located and taken to the Washington County Detention Center where the warrant was served.  She was held on a $4,000 bond.  Arraignment was set for 1:30 p.m. on 8/5/13 in Washington Co. General Sessions Court.

A team of assessors from the Commission on Accreditation for Law Enforcement Agencies, Inc., (CALEA), will arrive August 18, 2013, to examine all aspects of the Johnson City Police Department policy and procedures, management, operations, and support services, Chief Mark Sirois announced today.

 

Verification by the team, that the Johnson City Police Department meets the Commission’s state-of-the-art standards, is a part of a voluntary process to gain accreditation -- a highly prized recognition of law enforcement professional excellence, Chief Sirois said.  The Johnson City Police Department was granted its original accreditation in 1993, was reaccredited in 1998, 2001, 2004, 2007, and 2010 is seeking a sixth reaccreditation with this on-site assessment.

 

As a part of the on-site assessment, agency employees and members of the community are invited to offer comments at a public information session, on August 19, 2013, at 7:00 p.m.  The session will be conducted in the City Commission Chambers, at the Johnson City Municipal and Safety Building, located at 601 E. Main Street, Johnson City.

 

If for some reason an individual cannot speak at the public information session, but would still like to provide comments to the assessment team, he/she may do so by telephone.  The public may call (423) 930-4809 on August 19, 2013, between the hours of 2:00 p.m. to 4:00 p.m.

 

Telephone comments as well as appearances at the public information session are limited to 10 minutes and must address the agency’s ability to comply with CALEA’s standards.  A copy of the standards is available at the Johnson City Police Department.  Local contact is Sgt. Persons wishing to offer written comments about the Johnson City Police Department’s ability to meet the standards for reaccreditation are requested to write:

According to the Johnson City Police Department Chief Mark Sirois, the Department must comply with 388 standards in order to maintain its accredited status.  Chief Sirois further stated, “Through accreditation, nationally accepted professional standards are measured.  The Department has operated under accreditation standards for 20 years and we are continually striving to provide the highest level of service to the citizens of Johnson City.”

 

The assessment team is composed of law enforcement practitioners from similar but out-of-state agencies.  The assessors will review written materials, interview individuals, and visit offices and other places where compliance can be witnessed.  The assessors are:  Team Leader, Jason Cassalia, retired Police Captain with the Manlius Police Department, Manlius, New York and Keith Briggs, Commander, Elk Grove Village Police Department, Elk Grove Village, IL.  Once the Commission’s assessors complete their review of the agency they report back to the full Commission, which will then decide if the agency is to be granted reaccredited status.

 

Accreditation is for three years, during which the agency must submit annual reports attesting continued compliance with those standards under which it was initially accredited.

On 08/08/13, officers of the Johnson City Police Department arrested Jordon S. Reagan (1605 E Unaka Ave. Johnson City, TN 37601) charging him with Theft of Property over $1,000.00.

On 06/01/13 officers responded to 2011 N Roan Street in reference to a stolen vehicle. Upon arrival officers spoke with victim Ryan J. Olaughlin, who stated that Jordon Reagan took his vehicle without his permission. Olaughlin stated that while at the Double Tree Hotel Reagan took control of his car keys and ran to the vehicle leaving in it.

Reagan is charged with Theft of Property (over $1000.00) and is currently being held in the Washington County Detention Center in lieu of a $10,000.00 bond. Arraignment is set for Reagan at 1:30 pm on 08/08/13 in Washington County General Sessions Court.

On 08/07/13, officers of the Johnson City Police Department arrested Daniel Rhea Bledsoe (108 Saratoga Place, 37 Years old) and charged him with eight counts of Identity Theft and six counts of Theft of Property under $500.  The arrest is the result of an investigation into a report that was filed by the victim who stated that her credit card had been stolen from her residence then used several times in Johnson City.  Mr. Bledsoe was arrested and transported to the Washington County Detention Center, where he is being held in lieu of an $86,000 bond.  Arraignment is set for 1:30 p.m. on 08/07/13 in Washington County General Sessions Court.

On 08/06/13 , Officers of the Johnson City Police Department arrested Nathan E. Baker, 28, who resides at 1689 Bristol Hwy Elizabethton, TN, and charged him with Altering/Falsifying/Forging Auto Title/Plates.

At approximately 9:20 A.M. officers attempted a traffic stop on Mr. Baker’s vehicle at the intersection of W. Main St. and Boone St, due to a registration violation. A records check revealed the vehicle’s registration had been expired for nearly a year, but the tag was bearing a 2013 decal. After a brief investigation officers determined the decal had been falsified and placed over the most recent decal, which was August 2012.  Mr. Baker was then placed under arrest, transported to the Washington County Detention Center, and the tag was seized for evidentiary purposes.   He is currently being held in lieu of a $1,000 bond and arraignment is set for 1:30 P.M. on 08/08/13 in Washington County General Sessions Court.

On 8/7/13, officers of the Johnson City Police Department arrested Windy M. Buckingham (381 Possum Hollow Road, 40 years old) and charged her with one count of Vandalism (over $500.00)

The arrest is the result of an investigation into a vehicle vandalism that occurred on 7/19/13 at 3111 Browns Mill Road (Wal-Mart). Through the course of an investigation, Buckingham was identified as a suspect and later admitted to vandalizing the vehicle by carving an epithet into the paint with a screwdriver.

Buckingham was placed under arrest and transported to the Washington County Detention Center, where she is being held in lieu of a $10,000 bond. Arraignment is set for 9:00 a.m. on 8/8/13 in Washington County General Sessions Court.
