On 04/28/16 the Johnson City Police Department arrested Philip Joseph Wrona, 64 years old, of 2701 S. Roan St. #221 Johnson City and charged him with two counts of Criminal Simulation over $1000 and two counts of Theft of Property over $1000.  The arrest is the result of an investigation into a report that was filed by the victim who stated that two of her checks had been stolen then passed in Johnson City totaling $7,400.00.  Mr. Wrona is being held in the Washington County Detention Center in lieu of a $40,000.00 bond.  Arraignment is scheduled for 04/29/16 at 1:30 p.m

On 4/28/16, the Johnson City Police Department arrested Christopher T. Lee (Johnson City, 41 years old) and charged him with possession of stolen property over $500.

 

On 4/21/16, a citizen reported a residential burglary on S. Austin Springs Rd. in Johnson City. On 4/28/16, Christopher T. Lee attempted to sell an item that the victim reported stolen. Lee was interviewed about the incident and had knowledge that the property was likely stolen.

 

On 4/28/16, Christopher T. Lee was arrested and transported to the Washington County Detention Center, where he is being held in lieu of a $5,000 bond. Arraignment is set for 10:30 a.m. on 4/29/16 in Washington County General Sessions Court.

    On Friday, April 29, 2016, officers of the Johnson City Police Department arrested John Sheridan Gonder 3rd (32 years of age, 219 Rockingham Rd, Johnson City, TN) on Aggravated Assault charges.  The arrest stemmed from an incident that occurred at the intersection of Oakland Ave. and Unaka Ave, where Gonder used the vehicle he was driving to intentionally cause a collision with another vehicle.  The incident was initiated after Gonder observed a vehicle which is registered to him and he claims was stolen.  However, no stolen vehicle report was completed by Gonder.  There was evidence that shots were fired during the altercation, and that investigation is ongoing.  Mr. Gonder is being held in the Washington County Detention Center in lieu of a $50,000 bond with an appearance scheduled for Monday, May 2, 2016, at 1:30 pm, in Washington County General Sessions Court.

SUBJECT: DUI & Habitual Motor Offender Offense                          DATE: 4/30/16                   TIME: 5:00 a.m.

    On 4/30/16, officers of the Johnson City Police Department arrested Anthony R. Forney (409 Broadway St., Johnson City, TN, 39 years old). Anthony Forney was charged with DUI 5th Offense and  Habitual Motor Offender.

At approximately 2:00 a.m. on 4/30/16, officers were on patrol and observed a vehicle run a stop sign at Cloyd St//E Locust St. Officers then made contact with the driver who smelled of an alcoholic beverage and was acting very lethargic. The driver who was identified as Anthony Forney, was asked to step out of the vehicle to perform standard field sobriety tests. After completing all tests which he performed poorly on, Forney was placed under arrest for suspicion of Driving Under  the Influence. A Record check on the suspect revealed that his driving  status is currently Revoked and in a Habitual Motor Offender Status. It also revealed that Forney had 4 previous DUI’s.  

Police arrested Mr. Forney, and he was transported to the Washington County Detention Center, where he is being held without bond pending a bond hearing. Arraignment is set for 1:30 p.m. on 5/2/16, in Washington County General Sessions Court.

On this date at approx. 9:50am, officers responded to a possible auto burglary in the area of Woodland Ave. and Crystal

Springs Dr.  A male subject was seen opening the door to a vehicle that was not his and walked off when the witness

confronted him.  Officers located the subject, Taray Rollins (black male, 24yrs. old, 47 Heritage Hills Dr. Greeneville, TN), a short distance

away on Lake Dr. Ext.  Rollins was taken in to custody and charged with attempted auto burglary (TCA 39-14-402).  He

was transported to the Washington County Detention Center where his bond was set at $10,000.00 and an arraignment

hearing was set for 05-02-16 at 1:30pm.

On Saturday, April 30, 2016 at approx. 2:10 am, Officers of the Johnson City Police Dept. arrested Mr. Peyton A. Howren, age 20, of 412 Ferndale Rd, Johnson City TN after witnessing him speeding recklessly through the neighborhood of Black Thorn Drive. After officers attempted to stop Mr. Howren, he fled the traffic stop in a silver colored Nissan, forcing officers from the roadway. Officers were able to stop Mr. Howren after closing the street which he was traveling. Mr. Howren was charged with Reckless Driving and Felony Evading Arrest.  He is being held on a $10,000 bond in the Washington County Detention Center and is set to appear in Washington County Sessions Court on 05-02-2016 at 9:00 am.

On 4/28/16, at 1:30 p.m., the Johnson City Police Department arrested Frankki Lyons (1271 Bluefield Ave, Elizabethton, 28 years old) charging her with Theft of Property over $1,000 and Forgery under $500.

On 4/24/16, a theft report was filed of various items of cosmetology equipment, jewelry and personal items valued at $7,515, which was stolen from the victim’s residence.  Lyons then used the victims ID to cash a check which she forged.  Lyons was located and items stolen from the residence was in her possession. 

 On 4/28/16 Lyons was arrested and transported to the Washington County Detention Center, where she is being in lieu of a $11,000 bond.  Arraignment is set for 1:30 p.m. on 4/29/16 in Washington County General Sessions Court.

On 05/03/2016, officers of the Johnson City Police Department arrested Jazmyn L Whiteside (1319 Bel Ridge Rd, Apt 304, Johnson City, 21 years old) and charged her with Aggravated Assault.

 

At approximately 4:56 p.m., officers responded to 1319 Bell Ridge Rd, in reference to a stolen vehicle.

 

The investigation revealed that Whiteside left her vehicle unlocked and running while she ran into her apartment to retrieve some items. While returning to her vehicle she observed an unknown male driving away in her vehicle.

 

Believing that a neighbor, whom Whiteside has been having problems with recently, was responsible for the theft approached her vehicle as she was leaving the apartment complex and started yelling at the driver. Whiteside then began hitting the vehicle with a baseball bat, causing the driver and her children to be in fear of being injured.

 

Whiteside was placed under arrest and transported to the Washington County Detention Center, where she is being held in lieu of a $5,000 bond.  Arraignment is set for 05/04/2016 at 1:30 p.m. in Washington County General Session Court.

On 05/03/16, officers of the Johnson City Police Department arrested Joseph D. Pitman (210 E. Walnut Street #2; 21 years old) charging him with felony possession of Schedule VI and resisting arrest.

At 6:00 p.m., officers observed a vehicle traveling the “Tree Streets” with an improper license plate. Upon stopping the vehicle, the passenger, later identified as Joseph D. Pitman, exited and began walking away. Officers repeatedly commanded Pitman to stop and he repeated refused, subsequently walking to a nearby residence for assistance. At this location, officers forcibly took Pitman into custody and discovered an estimated 262 grams (1/2 pound) of marijuana in his pants.

Joseph D. Pitman was transported to the Washington County Detention Center, where he is being held in lieu of an $11,000 bond. His arraignment is set for 05/04/16 at 1:30 p.m. in Washington County’s General Sessions Court.

On 5/4/16, the Johnson City Police Department arrested Catelyn Hope Brooks (1716 E. Watauga Ave. 19 years old) and charged her with theft of property over $500.00.

 

On 4/12/16, officers were contacted by a complainant who works at Gabes, 112 Sunset Dr. A report was filed for theft of property from the business. The complainant advised that one of their employees had been observed taking money from a cash register on several occasions.

 

On 5/4/16, patrol officers with the Johnson City Police Department located and arrested Catelyn Hope Brooks. Brooks was transported to the Washington County Detention Center, where she is being held in lieu of a $5,000 bond. Arraignment is set  for 9:00 a.m. on 5/5/16 at in Washington County General Sessions Court.

On 05/04/16, officers of the Johnson City Police Department arrested Leandra L. Seymore (417 Barnett Drive, Kingsport, TN; 29 years old) and charged her with one count of Shoplifting over $500.

At 5:40 p.m., officers responded to Walmart, 3111 Browns Mill Road, in reference to theft. Upon arrival, officers spoke with loss prevention who stated that Leandra L. Seymore placed $742 worth of merchandise into a shopping cart and attempted to leave without paying for the items.

Leandra L. Seymore was transported to the Washington County Detention Center, where she is being held in lieu of a $5,000 bond.  Her arraignment hearing is set for 1:30 p.m. on 05/05/16 in Washington County’s General Sessions Court.

On 5/5/16, the Johnson City Police Department arrested Natasha Jane Shelton (2215 Heritage Rd., Limestone, 34 years old) and charged her with (5 cts.) obtaining narcotics by fraud and (5 cts.) identity theft.

 

On 4/26/16, officers were contacted by a complainant of a report of drug fraud that had occurred at a pain clinic in Johnson City. It was determined that Shelton used someone else’s personal information to register as a new patient at the clinic. The investigation revealed that Shelton was already being seen by another doctor and was receiving pain medication.

 

On 5/5/16, Shelton was arrested and transported to the Washington County Detention Center, where she is being held in lieu of a $25,000 bond. Arraignment is set for 9:00 a.m. on 5/6/16 in Washington County General Sessions Court.

On 5/5/16, the Johnson City Police Department arrested Ronald R Ledford (617 W Mountain View Rd, Johnson City, TN, 41 years old) and charged him with Initiation of methamphetamine manufacture process and Drug paraphernalia and Possession of Stolen Property over $1000.

On 4/14/16, Investigators of the Johnson City Police Department gathered evidence from Ledford’s residence that contained components known to be used in the manufacture of methamphetamine. This resulted in a warrant being obtained by Det Hilton for the manufacture of methamphetamine.

On 05/5/16, Investigator Malone was contacted by Officer Wills of the Johnson City Police Dept who observed an enclosed cargo trailer for sale on an online post on the internet. Officer Wills recognized this trailer as being similar to a trailer that had been reported stolen out of Johnson City on March 26, 2016. Investigator Malone subsequently made contact with the seller, Ronald R Ledford and arranged to look at the trailer. The trailer was positively identified as stolen by Investigator Malone, even though the trailer had recently been spray painted black. The stolen trailer was recovered at the residence of Mr Ledford, 617 W Mountain View Rd, Johnson City and Mr Ledford was arrested for Possession of Stolen Property over $1000.

Ronald R Ledford was arrested and transported to the Washington County Detention Center, where he is being held in lieu of a $50,000 bond on the Manufacturing Methamphetamine charge and $10,000 bond on the Possession of Stolen Property over $1000. Arraignment is set for 10:30 a.m. on 5/6/16 on both charges in Washington County General Sessions Court.

On 5/6/2016, officers of the Johnson City Police Department arrested Zachary Clawson (531 Boring Chapel Rd. Gray, TN 37615, 23 years old) and charged him with Prescription Drug Fraud (Obtaining drugs falsely).

At approximately 4:40 p.m. on 5/6/16, officers responded to a 911 call regarding a subject attempting to pass a forged prescription at Walgreens, 4210 N. Roan St.  On arrival, officers located Clawson.  Employees showed officers the forged prescription, which had Oxycodone added to the actual prescription in noticeably different handwriting.  The forgery was confirmed by Clawson’s doctor.

Clawson was arrested and transported to the Washington County Detention Center, where he is being held on a $5,000 bond. Arraignment was set for 1:30 p.m. on 5/9/2016 in Washington County General Sessions Court.

     On May 06, 2016 at about 10:28 am., officers of the Johnson City Police Department responded to 310 University Parkway in reference to a burglary-in-progress to a residence.  The victim at the residence advised E-911 dispatchers that a male subject had attempted to gain entry to her residence through a window.  The male subject fled when he was confronted by the victim.  She gave a description of the suspect to dispatchers, who advised officers to be on the lookout for him.  Prior to officer’s arrival at the residence, officers located a male subject matching the description standing next to a vehicle that was parked on Peach Blossom Court behind Grandview Christian Church, in close proximity to the victim’s residence.   Officers made contact with the male suspect and another male subject, who was sitting in the driver’s seat of the vehicle.  The suspect, Lucas Saylor, was identified by the victim as the person who attempted to gain entry into her house.  Lucas Saylor, age 25, 313 Wilson Ave., Johnson City, Tenn. was placed under arrest and charged with Burglary.  The driver of the vehicle was identified as Leon Taylor, age 42, 1300 Amber Dr., Johnson City, Tenn. and was also placed under arrest Burglary.  It was also found that Mr. Taylor had an outstanding warrant for Aggravated Burglary and Theft of Property.  Mr. Taylor and Mr. Saylor were both taken to the Washington County Detention Center where each is being held in lieu of $10,000 bond.  Court date is set for May 09, 2016 at 1:30 pm in Washington County General Sessions Court.

On 05/06/16 at approximately 3:20 pm., officers of the Johnson City Police Department arrested Janice Lee Johns, age 70, 655 Greystone Rd., Greeneville, TN  charging her with Felony Shoplifting-Theft of Property.       

Officers responded to 2011 N Roan St., Johnson City Mall (JC Penny’s) on a subject stealing items. Upon arrival, officers made contact with loss prevention who had detained the subject. He said the subject was selecting clothing items and was concealing the items in plastic bags that she had pulled out of her purse. He said the subject then walked out of the business when she was stopped. The clothing that was taken was valued at $566.

Janice Lee Johns is being held in the Washington County Detention Center on a $5,000 Bond. She has a court appearance on 05/09/16 at 13:30 hours in Washington County Sessions Court.

On Saturday, May 07, 2016 officers of the Johnson City Police Department arrested Mary E. Smith, 31,

General Delivery, Johnson City, TN on a charge of felony shoplifting. Smith was stopped by loss prevention

at K Mart, 3019 Peoples Street.  She concealed forty four cosmetic items in her purse valued at $501.96 and

attempted to leave the store without making payment for the items.  Smith was arrested and transported to the Washington County

Detention Center where she was placed under a $5,000.00 bond.  Arraignment for Smith is set for General

Sessions Court on Monday, May 09, 2016 at 1:30 pm.

On 05/07/16 at approximately 4:32 pm.,, officers of the Johnson City Police Department arrested Hazel Ledford McClellan, age 80, 783 Cabin Rd Spruce Pine, NC 28777, and Teresa McClellan Morgan, age 63, 777 Cabin Rd Spruce Pine, NC 28777 charging them with Felony Shoplifting-Theft of Property.            

Officers responded to 2011 N Roan S.,  Johnson City Mall (Belk Women’s Store) on two females stealing items. Upon arrival, officers made contact with loss prevention who had detained the two females. He said both females came into the store and tried to return clothing that was damaged, and they didn’t let them return the items. He said the females then got a shopping cart and went throughout the store selecting various clothing items. He said that they then took the items into a fitting room, where they cut the security tags off of the clothing and exited the store. The clothing was valued at $724.

Hazel Ledford McClellan and Teresa McClellan Morgan are being held in the Washington County Detention Center on a $5,000 Bond each. They have a court appearance on 05/09/16 at 1:30 pm. in Washington County Sessions Court.
