On Tuesday, 07-02-13, officers of the Johnson City Police Department arrested Joey Gardner (27) of Johnson City, TN., for Theft of Property over $500.00 and Forgery over $500.00.  The arrest is the result of an investigation into a reported theft of a social security check from a mailbox in Johnson City.  After taking the check, it was cashed by Gardner and he kept the money. A preliminary court date has been set in Washington County General Sessions Court in Jonesborough on Wednesday, 07-03-13, at 9:00 a.m. Gardner is currently being held in the Washington County Detention Center on a $2,000.00 bond.

                  On July 02, 2013, officers of the Johnson City Police Department arrested Carrie D. Tibbs, w/f, 05/03/83, 512 Crown Street Johnson City, TN 37604.  The arrest is a result of an investigation where Tibbs is accused of selling a vehicle that did not belong to her on 06/26/13. The reported theft occurred at 515 Crown St, Johnson City TN. Tibbs is charged with Theft of Property over $500.00. She is currently being held in the Washington County Detention Center on a $5,000.00 bond and is scheduled to appear in Washington County General Sessions Court on July 3, 2013 at 1:30 PM.

      On 06/28/13, Investigators with the Johnson City Police Department arrested George Joshua Harrison, B/M, DOB 02/04/1994 of 420 W E St., Elizabethton, TN on charges of Auto Burglary (3cts), Theft of Property over $500 (1ct) and Theft of Property under $500 (2cts.).  The arrest stems from investigations into Auto Burglaries that occurred in Johnson City during the month of April.  He was held on a $37,000 bond and scheduled to appear in court on7/1/13 at 1:30 pm.

On 07-02-13, officers of the Johnson City Police Department arrested Robert Mincey, w/m, D.O.B 12/05/1963 who resides at  517 Lamont St. Johnson City, TN. Officers were dispatched at 18:45 hours to 517 Lamont St in reference to a male subject threatening to stab another male with a knife. Upon arriving on scene officers made contact with numerous individuals inside of the residence and recovered a knife from the suspect, Robert Mincey. With a short investigation, officers determined Mr. Mincey was severely under the influence of alcohol and initiated the confrontation with the victim prior to officers arriving on scene. The victim and witness both stated that the suspect was upset after all parties became separated from a nearby bar, so when he returned to the house he immediately became belligerent. According to the individuals present Mr. Mincey reached in his pocket, unfolded a knife, began to wave it around, and followed his actions with verbal threats. Robert Mincey was placed under arrest and while conducting a search of his person officers located a plastic bag containing 1 gram of a green leafy substance. The suspect claimed the substance was in fact marijuana and he had consumed some earlier in the day as well as alcohol. He was charged with Aggravated Assault and Simple Possession of a Schedule VI Drug. He is currently being held in Washington County Detention Center in lieu of a $26,000 bond and will be arraigned in Sessions Court on 07-03-2013 at 01:30 PM in Jonesborough.

On Tuesday, 07-02-13, officers of the Johnson City Police Department arrested Gary Ronald Mitchell (52), 208 Leach Dr., Johnson City, TN., for Theft of Property over $1,000.00.  The arrest is the result of an investigation into the theft of materials from a home that was currently being remodeled.  The victim witnessed the theft and was able to identify the suspect.  A preliminary court date is set in Washington County General Sessions Court on Wednesday, 07-03-13, at 9:00a.m.  Mitchell was placed under a $10,000.00 bond and is being held in the Washington County Detention Center.

On Wednesday, 07-03-13, officers of the Johnson City Police Department arrested a male subject identified as Mark Vincent Kendall (40), of Johnson City, on a charge of Child Abuse and Neglect.  The arrest is a result of an investigation that began at 110 Wilson Ave. apt. # 1, Johnson City on 05-17-13, based on a referral from the Department of Children’s Services.  Kendall was released from the Sullivan County Detention Center this date where he was being held on unrelated charges and then arrested and transported to the Washington County Detention Center in reference to an outstanding warrant related to this charge.  He will have an arraignment in Washington County General Sessions Court on Wednesday, 07-03-13, at 1:30 pm. His bond was set at $10,000.

On Thursday July 3rd, 2013, at approximately 11:28 am., Officers of the Johnson City Police Department arrested Brandon D Horvath, 25, 308 Lamont St. Apt 5, for Domestic Aggravated Assault. The arrest was the result of an investigation into an assault between Horvath and his girlfriend at their residence. Horvath reportedly choked the victim and tied her up for a short time during the incident. The victim had marks on her face and neck.  Horvath is currently being held in the Washington County Detention Center on a $25,000 bond. Horvath is scheduled to appear in General Sessions Court on Monday July 8th, at 1:30pm.

On July 4th, 2013, at approximately 11:10 am., officers of the Johnson City Police Department placed Fred Anthony Herring, 1415 Colony Park Rd., under arrest for Aggravated Burglary. The arrest was the result of an investigation into an alleged assault that occurred at the residence, in which Mr. Herring forced his way into the apartment, assaulted the victim and took a cell phone.  Mr. Herring was transported to the Washington County Detention Center without incident. His Bond was set at 20,000 dollars. He is scheduled to answer the charge in Washington County General Sessions Court on Friday July 4th, 2013, at 10:00am.

On 07/06/2013, officers of the Johnson City Police Department responded to 1910 Triangle Road in reference to a trespasser. Upon arrival, officers learned that the “trespasser” was a live-in family member of the caller and lawfully on the property. Upon investigating the offense, officers learned that the caller, Daniel C. Plaster (W/M, 09/03/1971) of 534 Upper Sand Valley Road, Jonesborough, Tennessee 37659, was involved in a heated argument with the “trespasser” and displayed a pistol during the dispute. According to the victim, Plaster put the gun in his face. A witness to the incident was present. As a result, Plaster was arrested for one count of Aggravated Domestic Assault and placed in the Washington County Detention Center. Plaster’s arraignment is set for 07/08/2013 at 1:30 p.m. in Washington County’s General Sessions Court. At the time of this news release, Plaster’s bail was not set.

On Thursday, 07-04-13, officers with the Johnson City Police Department arrested Prince Dean Anderson(19), Johnson City, for Theft of Property over $1,000.00. The arrest is the result of an investigation into a reported theft of property from a home in Johnson City.  Anderson was invited to the residence, and while there multiple items were stolen from the home. The warrant was placed on file and later served on Anderson when he was located. Anderson was placed in the Washington County Detention Center on a $10,000.00 bond.  A preliminary court date has been set in Washington County General Sessions Court on Monday, 07-08-13, at 9:00 a.m.

Officers arrested Robert Guinn, 08/07/71 of 207 E Myrtle Ave, for Attempted Aggravated Burglary and Aggravated Criminal Trespassing this morning when they responded to 2437 Stone Drive on a disturbance.  Guinn tried to get the resident here to open the back door for him and let him in.  When the resident refused to let him in, Guinn tried to push the air conditioner through the back window to gain entrance.  When he was told the police had been called he fled the area. Guinn is also on the trespass list for the apartment complex.  Guinn was arrested on site when he returned to bang on the back door while officers were still on scene.  Guinn will be held in the Washington County Detention Center on a $10,000 bond until his arraignment at 1:30 pm

On Tuesday, 07-09-13, officers of the Johnson City Police Department arrested Elizabeth Ann Archer (30), 306 E. Chesnut St., Johnson City, charging her with 2nd Degree Murder. The arrest came after an investigation was initiated when officers were called to the residence just after 4:00 am this date to investigate a domestic disturbance. When officers arrived on scene they made contact with the victim, identified as Jeremy Mounts (29), of the same address who had received a laceration to his lower torso. Mounts was taken by ambulance to the Johnson City Medical Center, Emergency Room, where he died as a result of his injuries. Elizabeth Archer is being held in the Washington County Detention Center under a $100,000.00 bond and is scheduled to appear in Washington County General Sessions Court on Wednesday, 07-10-13, at 900 am.

On 07/29/2013, Officers of the Johnson City Police Department arrested Michael D Gilliam, a 36 year old white male, general delivery, Johnson City, TN for felony shoplifting and unlawful drug paraphernalia.   The arrest was the result of a shoplifting investigation that occurred at Wal-Mart, 3111 Browns Mill Rd, in Johnson City.  Wal-Mart loss prevention associates apprehended Gilliam after he concealed several items and pushed a shopping cart, filled with unpaid items, out of the business without paying for the items.  Loss prevention associates recovered twenty nine stolen items from Gilliam, for a value of $526.96.  After Officers placed Gilliam under arrest, a search of his person revealed Gilliam was in possession of a “glass stem”.  Subsequently, Gilliam was charged with possession of unlawful drug paraphernalia.  Gilliam was transported to the WCDC and held on an $11,000 bond.  Gilliam has a preliminary court date set for 7/10/2013 at 9:00 in Washington County Sessions Court.
