                  On Wednesday, 05-22-13, officers of the Johnson City Police Department arrested Cameron B. Boyd (23), 155 Slate Hill Rd Telford, TN 37659.  The arrest is a result of an investigation into a theft that was reported on 12-22-12. Boyd is charged with Theft over $500.00 and is currently being held in the Washington County Detention Center on a $5,000.00 bond. She is scheduled to appear in Washington County General Sessions Court on Thursday, 05-23-13, at 1:30pm.

On Wednesday, 5-22-13, officers of the Johnson City Police Department arrested Christy Renee Gillespie (26), 1714 Carter Ave., Johnson City, and charged her with Aggravated Burglary, Theft under $500.00 and Fraud. The arrest came after an investigation began on 04-15-13, when the victim reported that someone entered his residence and took his EBT card. The investigation revealed that Gillespie was captured on video, at Wal-Mart, later that day using the card. Gillespie is being held in the Washington County Detention Center under a $21,000.00 dollar bond and is scheduled to appear in Washington County General Sessions Court on Thursday, 05-23-13, at 9:00am.

     On May 23, 2013, officers of the Johnson City Police Department arrested Christopher S Connelly, 33 YOA, 707 Wilson Ave, Johnson City, and charged him with Possession of Schedule VI Drug for Resale and Unlawful Drug Paraphernalia. The arrest occurred after officers completed an investigation at Motel 6 due to an anonymous tip of drug activity coming from his motel room.  He is currently being held at the Washington County Detention Center in lieu of a $11,000 bond.  Mr. Connelly is scheduled to appear in Washington County General Sessions Court on May 24, 2013, at 10:00 a.m.

      On Thursday, May 23, 2013, Investigators with the Johnson City Police Department arrested

 

two Johnson City men for charges stemming from two separate home invasion robberies

 

occurring in Johnson City during the past month. Arrested was Phillip Eugene Woolwine II,

 

12/12/1992 of 400 Hamilton Street #1, Johnson City and Chavez Mintal Hunter, 10/04/1991 of

 

1700 Dave Buck Road #13, Johnson City. These arrests are in connection with a home invasion

 

type robbery that occurred on May, 10, 2013 at 909 Southwest Avenue, Johnson City and a

 

second robbery that occurred on May 15, 2013, at 719 W. Maple Street, Johnson City.

 

     Both Phillip Woolwine II and Chavez Hunter were charged with one count of Especially

 

Aggravated Robbery and Aggravated Robbery. Woolwine was arrested and booked into the

 

Washington County Detention Center in lieu of a combined $100,000.00 while Hunter was

 

served with warrants charging him in connection to these robberies while being held on unrelated

 

charges in the Washington County Detention Center. Both Woolwine and Hunter will be

 

arraigned on these charges on May 24, 2013, in the General Sessions Court of Washington

 

County at 1:30 p.m. The investigation is continuing with more charges possible. A press

 

conference will be held at the Johnson City Police Department on Friday, May 24, 2013 at

 

1:30 p.m. for on camera interviews in connection with these arrests.

On Friday, May 24th, 2013, officers of the Johnson City Police Department were dispatched to 196 Montgomery St. to check a male subject for an out of state warrant. Officers made contact with 25 year old Johnathon Napper of Ocala, FL. A records check confirmed the suspect had an active Violation of Probation warrant in Marion, FL, with full extradition. The suspect was placed under arrest and charged with being a Fugitive from Justice. He is being held at the Washington Co. Detention Center pending a bond hearing. He is scheduled to appear in Washington County General Sessions Court on Monday, May 27th, 2013 at 9:00 a.m.

     On Thursday, 05-23-13, officers of the Johnson City Police Department arrested a male subject identified as Xavier Lavon Townes (20), 1415 Colony Park Dr. apt. #6, Johnson City, on charges of Aggravated Burglary, 2 counts of Theft of Property under $500.00, and Fraudulent use of Credit/Debit card.  The arrest is a result of an investigation where the victim reported that his home was burglarized on or about 04-15-13, and his food stamp card and other items were taken.  Townes was arrested on an outstanding warrant and was taken to the Washington County Detention Center.  He will have a court date in Washington County General Sessions Court on Friday, 05-24-13.  His bond was set at $22,000.00

     On May 30, 2013 officers of the Johnson City Police Department arrested Rickey Lynn Kiser, w/m, 31 yr old, General Delivery, and charged him with burglary and theft of property.  

 

     The arrest occurred after officers of the Johnson City Police Department responded to a burglary alarm at El Charolais Restaurant, 1805 W. State of Franklin Rd, #1200, Johnson City.  Upon arrival officers found that a side door to the business had been forced open and entry made.  After clearing the building, officers received information that a w/m had been walking around the business and the w/m was in a vehicle in the parking lot.  Officers made contact with Rickey Kiser, who had stolen property from El Charolais in his possession.  Mr. Kiser also had property in the vehicle which he had shoplifted from Krogers.

 

     Rickey Kiser was charged with Burglary and Theft of Property under $500.  He is currently being held in the Washington County Detention Center in lieu of an $11,000 bond.  An arraignment is scheduled for May 31, 2013, 10:00 am, in Washington County General Sessions Court.

      On May 30, 2013, officers of the Johnson City Police Department responded to the Johnson

 

City Medical Center Hospital in reference to a man with a gunshot wound to his leg. Upon

 

arriving, officers discovered that a Johnson City resident had been brought to the hospital with a

 

gunshot wound to his lower left leg after being shot at his south Johnson City resident earlier in

 

the morning. A preliminary investigation revealed that Christen T. Gray, dob 7/9/89 of 1301

 

Seminole Drive, Apt. # D60, Johnson City was shot while inside of his residence by an unknown

 

assailant at approximately 6:00 a.m. The victim received a gunshot wound to his lower left leg

 

that required surgery.

 

      The Criminal Investigation Division of the Johnson City Police Department is continuing the

 

investigation into this incident and is asking for anyone with possible information into this

     On Wednesday, 05-29-13, officers of the Johnson City Police Department arrested a female subject identified as Janice Dee Scalf (44), 127 Cates Corner, Hampton, on charges of Forgery and Fraudulent use of Credit/Debit Card under $500.00. The arrest is a result of an investigation where a stolen credit card was used to purchase merchandise at JC Penney’s in the Johnson City Mall on or about 12-24-12.  Scalf was served with an outstanding warrant after being released from the Carter County Jail on unrelated charges.  She was taken to the Washington County Detention Center and will have a court date in Washington County General Sessions Court on May 30th, 2013, at 1:30 pm.  Her bond was set at $1,000.00

Harr (26), 148 Bell St., Blountville, TN on a charge of Theft over $500.00.  The arrest resulted from a shoplifting investigation at Wal-Mart, 3111 Browns Mill Rd., in which more than $500.00 worth of merchandise was stolen.  Harr was booked into the Washington County Detention Center and is being held on a $5,000.00 bond.  She has an arraignment scheduled for Friday, 05-31-13, at 1:30 pm. in Washington County General Sessions Court.

Myrtle Ave. in Johnson City on charges of Attempted Aggravated Burglary.  The arrest is the result of an investigation into the burglary of a residence at 515 E. Fairview Avenue.  Presnell was taken into custody without incident and transported to the Washington County Detention Center where he will be held on a $20,000 bond until his arraignment hearing on Friday, May 31st, at 9:00 a.m. in Washington County General Sessions Court.

                                                       UPDATE

      

     Late on May 30, 2013, officers arrested and charged a twenty-one year old Johnson City man

 

in connection with the fore mentioned shooting. Arrested was Donovan Mitchell Johnson,

 

8/2/1991 of 1313 E. Chilhowie Avenue, Johnson City, Tennessee. Donovan Mitchell was

 

charged with one count of Attempted First Degree Murder.

 

     Donovan M. Johnson was also arrested and charged with two counts of Aggravated Assault

 

after he went to 636 ½ E/ Maple Street, Johnson City and threaten two females there with

 

handguns. Donovan is currently being held in the Washington County Detention Center in lieu of

 

a $200,000.00 bond with an arraignment schedule for May 31, 2013 at 1:30 p.m. in the General

 

Sessions Court of Washington County, Tennessee.

On 5/31/13 at approximately 9:15 am, Clarence Williams, 825 Vance Dr. lot 11, Bristol TN, 20 years old, was arrested and charged with Theft over $500 and Simple Possession/Casual Exchange of a schedule 3 drug. The arrest stems from an investigation at Walmart, 2915 W Market St, in which Williams removed 2 pieces of lawn equipment valued at $520 from a vehicle, and left the area on foot with the property. Williams was located with the property within minutes a short distance away. Upon searching Williams, Officers discovered that he was in possession of a schedule 3 narcotic, and did not have a valid prescription. Williams was transported to the Washington County Detention Center where he is being held on a $6,000 bond, pending a hearing in Sessions Court on 6/4/13.

On Friday, 05-31-13, officers of the Johnson City Police Department arrested Andrew Scott Tipton (36), 426 Lamont St., Johnson City, and charged him with Aggravated Assault (Domestic), Aggravated Kidnapping and Possession of Marijuana. The arrest came after an investigation where the victim reported that she was held against her will overnight in her own residence on 05-30-13. Tipton was located this date and had marijuana in his possession at the time of arrest. Tipton is being held in the Washington County Detention Center without bond and a bond hearing is scheduled in Washington County General Sessions Court on Monday, 06-03-13, at 130pm.

Mrs. Greene was arrested and transported to the Washington County Detention Center where she was being held in lieu of $5,000 bond. Her court date is set for June 3,2013 in Washington County Sessions Court at 1:30pm.

On 06/01/2013, at approximately 4:00 a.m, officers of the Johnson City Police Department responded to 2105 E. Fairview Ave in reference to a stolen vehicle possibly being at this location. The reported vehicle was in fact located here and Samantha B. Bowman, W/F, 42 YOA, 202 Hillcrest Dr, Johnson City, TN, 37604, was found asleep in the driver’s seat. The suspect was placed under arrest and during a pat down of the suspect, a needle, spoon and rolled up nylon stocking were found in her possession; items associated with intravenous drug use. The suspect was transported to the Washington County Detention Center without incident where she was charged with Theft of Motor Vehicle and Drug Equipment Violation. The suspect was placed under an $11,000 bail and is set to appear in Washington County Sessions Court on 06/03/2013 at 1:30 p.m.

On 06/01/13 at approximately 1:35am, officers of the Johnson City Police Department arrested Elier Luna Rocha, age 25, 400 Railroad Street, Erwin, TN and charged him with one count of aggravated assault and one count of kidnapping.  The arrest stems from a witness alerting officers to a possible abduction in the area of W. Market and Belmont Streets. 

 

Officers located Mr. Rocha and the female victim. Officers spoke to the victim who advised that she and Mr. Rocha were traveling in the area when they began arguing.  She advised that Mr. Rocha then began choking her.  She told officers that she then fled from the vehicle in which they were traveling on foot, and Mr. Rocha pursued her.  She told officers that he located her in the area of W. Market and Belmont Streets, got out of the vehicle, and forced her against her will back into the vehicle with him. 

 

Mr. Rocha is being held at the Washington County Detention Center on a $40,000.00 bond, and he is scheduled to appear in Washington County General Sessions Court on 06/03/13 at 1:30pm.

On June 3rd, 2003, Officers of the Johnson City Police Department arrested 18-year-old Joshua A. Stevens, 1185 W. Mountain View Rd. #3401 of Johnson City for Possession of Schedule VI for Resale and Possession of Drug Paraphernalia. The arrest came as a result of an investigation involving a runaway juvenile in the area of Brown Ave and Bartlett St.  Mr. Stevens was placed under arrest and transported to the Washington County Detention Center where he was being held in lieu of $11,000.00 Bond with an arraignment set for June 4th at 0900 Hrs.
