     On 07/08/1,4 officers of the Johnson City Police Department arrested  a 25 year old female, Monica P. Adams of 1362 Watauga Street, Kingsport, Tennessee and charged her with three counts of Forgery under $500 and four counts of Theft of Property under $500.  The arrest is the result of an investigation into a report that was filed by the victim, who stated that she had learned that three of her personal checks from her Eastman Credit Union account had been stolen then forged and passed in Johnson City.  Ms. Adams was transported to Washington County Detention Center, where she is being held in lieu of a $7,000.00 bond.  Arraignment is set for 1:30 p.m. on 7/9/14 in the Washington County General Sessions Court.

On 7/8/2014 at approximately 1420 hours officers of the Johnson City Police Department arrested Curtis McCall, 53, 241 W Main St., Johnson City, TN. The arrest came as a result from officers responding to 100 W Millard St on a theft of a bicycle where McCall stated someone had stolen his bicycle. While putting McCall's information into an offense report officers realized that he had a warrant for military desertion.  McCall was taken into custody and is currently being held at the Washington County Detention Center with no bond awaiting pick up by military police.

On 7/8/14 at approximately 5:30 p.m., Investigators with the Johnson City Police Department arrested two individuals in connection with construction site burglaries located at 643 Claude Simmons Rd.  Derrick Conway (248 Bob Crookshanks Rd. Jonesborough, 23 years old) and Madison Clark (104 Silkwood Ct. Gray, 19 years old) were placed under arrest and each charged with two counts of burglary and theft over $1,000.

The two were developed as suspects after their arrest for breaking into a construction site at 215 Sanctuary Ct on 7/4/14.  At the time, light fixtures were found in their vehicle that had been stolen from 643 Claude Simmons Rd.  After being interviewed, both subjects admitted to making entry to a house under construction at 643 Claude Simmons Rd. on two different occasions and stealing several thousand dollars in hardwood flooring, electrical fixtures and faucets.  The property was subsequently recovered in a storage building in Boones Creek.

Both subjects are being held in the Washington County Detention Center in lieu of a combined bond of $40,000 each.  They are scheduled for arraignment in General Sessions Court on 07/09/14 at 9:00 a.m.

On 7/9/14, investigators with the Johnson City Police Department arrested two individuals in connection with construction site burglaries located at 1574 Becky Drive.  Derrick Conway (248 Bob Crookshanks Rd. Jonesborough, 23 years old) and Madison Clark (104 Silkwood Ct. Gray, 19 years old) were placed under arrest and charged with aggravated burglary and theft over $1,000.

The two were developed as suspects after their arrest for breaking into a construction site at 215 Sanctuary Ct on 7/4/14.  At that time, light fixtures were found in their vehicle that had been reported stolen from another construction site.  After being interviewed, both subjects admitted to making entry to a house under construction at 1574 Becky Drive where multiple items were stolen.

Both subjects are being held in the Washington County Detention Center in lieu of a $60,000 bond. Arraignment is set for 1:45 p.m. on 7/10/14 in Washington County General Sessions Court.

On 7/9/14, investigators with the Johnson City Police Department arrested two individuals in connection with construction site burglaries located in Johnson City.  Derrick Conway (248 Bob Crookshanks Rd. Jonesborough, 23 years old) and Madison Clark (104 Silkwood Ct. Gray, 19 years old) were placed under arrest and charged with 5 counts of aggravated burglary, 3 counts of theft over $1,000 and 2 counts of theft under $500.

The two were developed as suspects after their arrest for breaking into a construction site at 215 Sanctuary Ct on 7/4/14.  At that time, light fixtures were found in their vehicle that had been reported stolen from another construction site.  After being interviewed, both subjects admitted to making entry to a houses under construction at 82 Galway Ct. and 4 Periwinkle Ct., and where multiple items were stolen.

Conway is being held in the Washington County Detention Center in lieu of a $100,000 bond. Clark is being held in the Washington County Detention Center in lieu of $50,000 bond. Arraignment is set for both at 1:45 p.m. on 7/10/14 in Washington County General Sessions Court.

On 7/9/14, Investigators of the Johnson City Police Department arrested Jerimiah Johnson (300 Whitney St., 35 years old) and Elizabeth Johnson (300 Whitney St., 26 years old) charging them with Felony Child Abuse/Neglect.

On 6/16/14, an investigation began when an anonymous tip came in to Child Protective Services advising a child had received a burn to the arm/hand and that the family did not intend to seek treatment. Child Protective Services contacted the Johnson City Police Department and the joint investigation revealed that the Johnson’s failed to seek treatment for their 2 year old child. The child was placed in the custody of the State on 6/16/14 after the initial report due to the circumstances. Further investigation determined that the child was currently on a trial home placement following a previous investigation of neglect. The previous investigation resulted in the loss of custody.

On 7/9/14, Jerimiah and Elizabeth Johnson were transported to the Washington County Detention Center where they will be held in lieu of a $10,000 bond. Arraignment will be at 1:30 p.m. on 7/10/14, in Washington County General Sessions Court.

On 7/9/14, officers of the Johnson City Police Department arrested Margaret Rose Luttrell (1805 Old King College Rd. # H1, Bristol, 37 years old) charging her with theft of property over $1,000.

 

On 6/13/14, Meineke Muffler shop, 1009 W. Market St. contacted police after Luttrell failed to pay her debt.  According to witnesses, Luttrell ordered and received repairs on her car and attempted to pay with a check which was declined, at which time she left to get the money and didn’t return.

 

On 7/9/14, Luttrell was taken into custody at her residence and transported to the Washington County Detention Center where she is being held in lieu of a $10,000 bond. Arraignment is scheduled for 1:30 p.m. on 7/10/14 in Washington County General Sessions Court.

On 7/10/14, officers of the Johnson City Police Department arrested Brendan D Coleman (1119 Cherry Ridge Dr. Apt 10 St. Jonesborough, TN, 43 years old) and charged him with Schedule II, Schedule VI Drug Violations, and Manuf/Del/Sell of a Controlled Substance.

At approximately 9:30 p.m., officers stopped a white Lexus that was driven by Brendan Coleman. While speaking with Mr. Coleman officers noticed a strong smell of marijuana emitting from the vehicle. After questioning Mr. Coleman about the smell he admitted to there being a small baggie of marijuana in the rear of the car. Upon further search of the vehicle another baggie of a white rock substance that was identified as crack cocaine was located next to the drivers seat. Approximately weight of the crack cocaine was 56 grams and 5 grams of marijuana.

Police arrested Mr. Coleman , and transported him to the Washington County Detention Center, where he is being held on a $12,000.00 bond. Arraignment is set for 10:30 a.m. on 7/11/14, in Washington County General Sessions Court.

On 7/12/14, officers of the Johnson City Police Department arrested Aracelia Theresa Oquendo, 1402 Spruce St, 22 years old, and charged her with aggravated assault and shoplifting under $500.

At approximately 2:56 p.m., officers responded to K-Mart, 3019 Peoples St., in reference to a shoplifting call.  Upon arrival, a loss prevention employee stated that Ms. Oquendo had been observed concealing merchandise in her purse.  The loss prevention employee attempted to stop Ms. Oquendo as she exited the store but she refused to stop.  Ms. Oquendo jumped into her vehicle in an attempt to flee the area.  The loss prevention employee, who was directly behind her vehicle, was struck by her vehicle as she left the scene.  The loss prevention employee was able to avoid injury in the incident.  Officers were able to locate Ms. Oquendo’s vehicle near the scene and made a traffic stop.

Ms. Oquendo was placed under arrest and transported to the Washington County Detention Center, where she is being held in lieu of $15,000 bond. An arraignment is set for 1:30 p.m. on 7/14/14 in Washington County General Sessions Court.

On 7/13/2014, officers of the Johnson City Police Department arrested Deanna T. Roscoe (1740 Nathaniel Dr. Apt 30, Johnson City, TN; 20 years old) and charged her with False Reporting.

At approximately 2:30 a.m., officers responded to a report of a domestic dispute at 1740 Nathaniel Dr., Apt. 30.  When officers arrived, Ms. Roscoe advised that she had been assaulted by her boyfriend, who had left the scene, however no physical evidence was present.  Due to the alleged assault, officers began gathering information from Roscoe, who initially stated her name to be a Deanna Stevens, however, no record existed under that name.  Roscoe repeatedly insisted this information was correct until she was advised the property manager would be contacted to ascertain her identity.  Roscoe then quickly admitted she had lied and gave officers the proper information.  As Roscoe knowingly and repeatedly gave officers false information during the investigation of a reported crime, she was taken into custody.

Police arrested Ms. Roscoe and transported her to the Washington County Detention Center, where she was held on a $1,000 bond. Arraignment was set for 1:30 p.m. on 7/14/2014 in Washington County General Sessions Court.

On 7/13/2014, officers of the Johnson City Police Department arrested Bradley Corbitt (705 Lehigh Street, Apt. B, Johnson City, 34 years old) and charged him with Aggravated Assault (two counts), Aggravated Burglary, Reckless Endangerment (three counts), and Criminal Trespassing.

On 07/12/2014, at approximately 5:40 p.m., officers responded to 527 Washington Avenue in reference to a report of shots fired.  Upon arrival, officers made contact with the adult resident and her three small children. According to the resident, Corbitt, the father of her children, entered her home without permission, brandished a firearm, and pointed it at her. The victim stated that after a brief, but intense argument, Corbitt left the home and fired his weapon into the air before fleeing on foot.

Several hours later, police located Corbitt and transported him to the Washington County Detention Center, where he is being held on an $81,000 bond. Arraignment was set for 1:30 p.m. on 7/14/2014 in Washington County’s General Sessions Court.

On 07/13/2014, officers of the Johnson City Police Department arrested Marley Hopson (302 Princeton Road, Apt. 2, Johnson City; 20 years old) and charged her with False Reporting.

On 07/12/2014, at approximately 5:40 p.m., officers responded to 527 Washington Avenue in reference to a report of shots fired. While investigating the call, officers made contact with Hopson and identified her as a friend of the “shooter.” Hopson was little help to the investigating officers and insisted that she did not know the suspect’s whereabouts.

Several hours later, the suspect was located at Hopson’s residence. A warrant for Hopson’s arrest was obtained and served later in the day. Hopson was transported to the Washington County Detention Center in lieu of a $5,000 bond. Her arraignment was set for 07/14/2014 at 1:30 p.m. in Washington County’s General Sessions Court.

Heavy rainfall and localized flash flooding possible tonight through Tuesday.

A cold front will approach the Tennessee valley today and tonight.

The air mass ahead of the front will be moist and unstable...supporting strong to severe thunderstorms. The main concern will be damaging winds...hail up to quarter size and locally heavy rainfall.

Periods of heavy rain are possible tonight through Tuesday.  Rainfall between 1 and 2 inches are anticipated with locally heavier amounts likely. Flooding of low lying areas. Street flooding. And small stream flooding are possible.

On 7/14/14, officers with the Johnson City Police Department arrested Matthew R. Harris (182 Telford School Rd., Telford TN., 27 years old)  charging him with (2cts) aggravated assault and theft of property over $500.00. 

                                                                                                                                                                                    

On 6/23/14, loss prevention employees from K-Mart, 3019 Peoples St., Johnson City, TN., reported they had attempted to stop a subject after they observed him taking two pair of earrings from a display in the business.  The subject concealed the merchandise and passed all points of sale without paying for the items.  When loss prevention stopped Harris in the parking lot for the theft, he pulled a knife and swung it at them in order to escape. 

 

On 7/14/14, officers located Harris and served the arrest warrant that had been issued as a result of the incident.  Harris is currently being held in the Washington County Detention Center in lieu of a $55,000.00 bond. A preliminary court date has been set in Washington County General Sessions Court at 9:00 a.m., on 7/15/14.

On 7/14/14, at approximately 2:46 p.m. officers of the Johnson City Police Department responded to 2914 Watauga Rd. #605 in reference to a death investigation.  Investigators located Harry Lynch, (age 76), and Tina Ellis Lynch, (age 43), both deceased from apparent gunshot wounds.  Based on the preliminary investigation as well as preliminary reports from the William L. Jenkins Forensic Center, the deaths are indicative of a domestic related Murder-Suicide in which Harry Lynch is suspected of fatally shooting his wife prior to taking his own life. The investigation will remain open pending the final autopsy results.

On 07/15/14 @ 11:30 am, Investigators with the Johnson City Police Department arrested a 26 year-old Johnson City man, George Carignan (2055 Devault Bridge Rd Lot #15) and charged him with Forgery and Theft of Property under $500.  The arrest stems from an incident in February where he allegedly used a forged letter to obtain and cash his estranged wife’s paycheck from ACT, 3035 Boones Creek Rd.  He is being held in the Washington County Detention Center in lieu of a $2,000 bond.  He is scheduled for arraignment in the Washington County General Sessions Court on 07/16/14 @ 1:30 pm.

JCPD News Release - Poss of Firearm by Convicted Felon

     On 7-16-14, at approximately 1:23 a.m., officers of the Johnson City Police Department were dispatched to a report of two suspicious males in the area of Numan’s, 225 E. Main St.  The 911 caller reported that the two men were checking door handles, looking for unlocked vehicles.  The caller also reported that the males left the Jobe St. parking lot in a red SUV and a gunshot was fired from the vehicle as they left.  Responding officers made contact with the vehicle as it entered W. State of Franklin Road from the parking lot.  A traffic stop was conducted and subsequently, a firearm was recovered from the vehicle by police.  A fired shell casing was recovered from the scene and was of the same caliber of the firearm found inside the vehicle.  At this time, there were no reported injuries resulting from this incident. 

     At the conclusion of the investigation, officers arrested 22 year old Dylan Coty Torrance of 3657 Oakland Ln., Gainesville, GA.  Mr. Torrance was charged with possession of a firearm by a convicted felon, reckless endangerment and public intoxication.  He was transported to the Washington County Detention Center in lieu of a $20,500 dollar bond.  An arraignment has been scheduled for 7-17-14 at 1:30 p.m. in Washington County General Sessions Court.

On 7/16/14 at 17:00, officers of the Johnson City Police Department arrested Nathan Fullen, W/M, D.O.B. 06/23/1995, of P.O. Box 1592, Chilhowie, Va. The arrest is the result of an investigation into a vehicular homicide that occurred on 04/26/14.  During the course of the investigation, it was discovered that the driver, Mr. Fullen, was operating the vehicle with a blood alcohol level of .14.   A warrant was obtained charging Mr. Fullen with Aggravated Vehicular Homicide and D.U.I.   Mr. Fullen turned himself in at the Washington County Detention Center where he is being held in lieu of a $20,000 bond and is awaiting his arraignment on 7/17/14 at 13:30 hours in Jonesborough.
