      On March 23, 2014, Investigators with the Johnson City Police Department arrested a Johnson City, Tennessee man in connection with an early morning downtown shooting. Arrested was Jamarcus Lavelle Jackson, 3/23/1990 of 1211 Kingsprings Road, Johnson City, Tennessee. This arrest stems from an investigation into an early morning disturbance in the Cherry Street parking lot in Johnson City where numerous gunshots were fired that resulted in multiple people receiving injuries and one succumbing to those injuries.  Jackson is charged with one count of Second Degree Murder for the unlawful killing of DeShaun Wesley Greer, 10/28/1989 of 1412 East Cedar Street, Bristol, Virginia. Jamarcus Jackson is also facing charges of Attempted Second Degree Murder for the attempted unlawful killing of Jamison Lewis Greer,8/20/1993 also of 1412 East Center Street, Bristol, Virginia; Aggravated Assault for the inflicting of injury with a deadly weapon on a Zachary Breedlove, 4/4/1990 of 159 Alfalfa Lane, Jonesborough, Tennessee and Reckless Endangerment for his reckless activity of discharging a firearm that resulted in an injury to Jonathan McInturff, 12/24/1986 of 944 Larry Mills Lane #1, Kingsport, Tennessee. Jackson was also charged with the Unlawful Possession of a Weapon by a Convicted Felon for previous felony convictions in the State of Tennessee.  At the time of his arrest, Jamarcus Jackson was found to be in possession of a Schedule VI drug (marijuana) and charged with Simple Possession.

     Jamarcus Lavelle Jackson was arrested and transported to the Washington County Detention Center in lieu of a $200,000.00 bond. An arraignment will be held in the General Sessions Court of Washington County, Tennessee on Monday, March 24, 2014 at 1:30 p.m. The investigation is continuing.

 

  On March 23, 2014, officers of the Johnson City Police Department were summons to the Cherry Street parking lot located in the downtown area at the State of Franklin Road and Cherry Street intersection. Upon arriving, officers found a large group of people involved in a commotion. After restoring peace, officers found that two males were in the parking lot suffering from gunshot wounds. Officers also were pointed to a male subject that had been detained by bystanders as being the person involved in the shooting.

     At this time, the Johnson City Police Department is able to confirm that there was a shooting at the Cherry Street parking lot and that we have multiple victims with at least one dying from the wounds suffered from the shooting. Investigators are interviewing witnesses and one person of interest at this time. No names are being released at this time pending notification of next of kin. More information will be released later in the day.

On 03/18/2014 at approximately 10:59 pm,  officers of Johnson City Police Department arrested 31 year old Ashley N. Hatley of 259 Miller Rd, Jonesborough TN, 37659 after conducting a traffic stop at W. Market St. at Indian Ridge Rd. During the stop, officers discovered Ms. Hatley to be intoxicated and operating her vehicle with two small children in the rear seats. It was also discovered that Ms. Hatley’s driver license had been suspended in Tennessee for failure to pay citations. As a result Ms. Hatley was charged with D.U.I., two counts reckless endangerment, and driving on suspended driver license. Ms. Hatley is currently being held in Washington County Detention Center on $22,000 bond and is set to appear in General  Sessions Court on  March 20, 2013 at 1:30 pm.

On 03/25/14, at approximately 2:30 p.m., officers of the Johnson City Police Department arrested Maria Carmen Romero, 45, 115 Topside Circle, Apt 26, for Shoplifting/Theft over $500.  The felony arrest followed an investigation into a shoplifting at JC Penny’s, 2011 N Roan St. Loss prevention employees had observed Romero place several items of jewelry into her coat then leave the store. The merchandise was recovered and valued at $515.  Romero was arrested and transported to the Washington County Detention Center and was being held on a $5,000 bond. Romero was scheduled to appear in Washington County General Sessions Court on 03/26/14, at 1:30pm.

On 3/25/14, officers of the Johnson City Police Department arrested Howard Z. Metcalf (1205 Division St. Johnson City, TN, 24 years old) and charged him with Aggravated Assault.

At approximately 6:30 p.m., officers were dispatched to 1205 Division Street in reference to a Domestic Disturbance. Upon arrival officers made contact with the victim who is Mr. Metcalf’s roommate. The Victim stated that Mr. Metcalf grabbed her by the throat and choked her.

Police arrested Mr. Metcalf , and transported him to the Washington County Detention Center, where he is being held on a $20,000.00 bond. Arraignment is set for 1:30 p.m. on 3/27/14, in Washington County General Sessions Court.

The ongoing investigation has revealed that the handgun used by Jackson on 03/23/14 in the previous stated charges was found to be stolen from a residence in Washington County on 09/16/13.

 

Jackson is being held in lieu of a $200,000.00 bond in the Washington County Detention Facility and now faces an additional bond of $5,000.00 for the charge of Possession of Stolen Property. He is scheduled to appear on the new charge in Washington County General Sessions Court on 03/28/14/at 1:30 pm

On 03/28/2014, officers of the Johnson City Police Department arrested Devon Pickel (402 Pansy Drive, 24 years old) and charged him with 2 counts of evading arrest, reckless endangerment, possession of schedule VI for resale, possession of schedule II for resale, possession of a prohibited weapon, possession of drug paraphernalia, following too closely, and 3 counts of driving on a suspended license.

On 02/28/14 and 03/20/14, officers attempted to stop a blue Ford F-150 for traffic-related offenses but were unsuccessful. Today, 03/28/14, officers located the vehicle and made contact with the driver, Devon Pickel, who admitted to fleeing from officers on the earlier dates. During this stop, officers smelled the odor of marijuana coming from the vehicle. A police canine sniff of the vehicle resulted in a positive alert and the subsequent discovery of a significant amount of marijuana, Methylin, and other drug equipment. A set of brass knuckles was also discovered.

Pickel is being held in the Washington County Detention Center in lieu of a $56,000 bond. His arraignment is set for 03/31/2014 at 1:30 p.m. in Washington County General Sessions Court.

                On March 29, 2014 at about 4:45 pm., officers of the Johnson City Police Department responded to a vehicle crash with serious injuries on University Pkwy.  about one mile west of Greenlee Rd. overpass.  Officers found that a Ford Taurus, being driven by Christine E. Bassett, age 40, 505 Grady Simmons Rd., Erwin, Tn. was traveling westbound on University Pkwy and ran off the roadway and struck a bicyclist who was riding in the emergency lane heading in the same direction.  The bicyclist, John D. Moody, age 30, 201 Water Plant Rd., Elizabethton, Tn., who received serious injuries, was transported to the Johnson City Medical Center Hospital by EMS for treatment.  The driver of the vehicle, Christine Bassett, appeared to be intoxicated and was placed under arrest for DUI 1st offense and aggravated assault.  She was taken to the Washington County Detention Center where she was booked in.  Court date is set for March 31, 2014 at 1:30 pm in Washington County General Sessions Court.

On 03/29/14, officers of the Johnson City Police Department arrested Gerald Eugene Alexander (414 E. Myrtle Avenue, 45 years old) for driving while classified as a habitual motor offender.

Alexander was stopped for speeding on the University Parkway near Southwest Avenue and subsequently presented officers with a Tennessee ID.  A check of his ID revealed that his driver’s license was revoked with the classification of a habitual motor offender.  Alexander was arrested and charged with driving while classified as a habitual motor offender, failure to provide evidence of financial responsibility, and speeding. 

Alexander was transported to the Washington County Detention Center, where he is being held on a $5,000.00 bond.  Alexander’s arraignment is set for 1:30 p.m. on 03/31/14 in Washington County General Sessions Court.

On 3/30/14, officers of the Johnson City Police Department arrested Zachary T. Simms (2203 McKinley Rd., 28 years old) charging him with Altering, falsifying or forging evidences of title, assignments or plates.

 

 

At approximately 10:45 a.m., officers responded to the Kroger Shopping Center, 1805 W. State of Franklin Rd. in reference to a disabled vehicle.  Upon arrival, officers found the vehicle to be unoccupied and ran a computer check on the vehicles’ license plate, which came back as not on file.  A short time later Mr. Simms, the driver of the vehicle, returned and stated that he had altered the plate in an attempt to prevent the vehicle from being repossessed.

Mr. Simms was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $5,000 bond.  Arraignment is set for 1:30 p.m. on 03/31/14 in Washington County General Sessions Court.

On 04/01/14 at approx. 0500 hours, Codey Taylor, 1011 Cherokee Rd, W/M, 19 years old, was arrested for Evading Arrest:  by vehicle and foot, Reckless Driving, Underage Driving While Impaired, and Consumption of Alcohol under 21. The arrest stems from an investigation of suspicious activity at a nearby convenience store. Officers responding to the area observed the suspect vehicle leaving the area and attempted a traffic stop.  Taylor, driver of the vehicle, began driving in an extremely reckless manner in an effort to evade police. The vehicle was soon located nearby, and a foot pursuit ensued, in which Taylor was quickly apprehended. He was transported to the Washington County Detention Center where being held in lieu of a $13,000 bond, pending a hearing in Sessions Court on 04/02/14 at 9:00 am.

On 4/3/14, Johnson City Police Department vice investigators arrested Kairi Thompson (18 years old, 1403 Oak Street, Kingsport) and Eric Smith (19 years old, 247 Dunbar Street, Kingsport) after conducting an investigation into the distribution of crack cocaine in Johnson City.

 

Thompson was charged with three counts of selling crack cocaine, possession of crack cocaine with intent to distribute, and tampering with evidence. Smith was charged with two counts of delivering crack cocaine.

 

Both men were transported to the WCDC where Thompson was being held in lieu of a $50,000 bond and Smith in lieu of a $20,000 bond. Their arraignment was scheduled for 10:00 a.m. on 4/4/14 in Washington County General Sessions Court.

On 4/5/2014 officers of the Johnson City Police Department arrested Dehee P Quewea, who resides at 1294 Milligan Highway, Johnson City, TN, a 26 year old male, on charges of Unlawful Possession of a Firearm (by a Convicted Felon), Misdemeanor Evading Arrest, and Simple Possession of Schedule VI Controlled Substance (Marijuana). Officers responded to a 911 call at 1713 East Millard Street regarding a disturbance and a male waving a firearm in the air in front of the residence. Upon officers’ arrival the suspect, who matched the description given in the 911 call, fled on foot but was placed into custody as he attempted to conceal a semi-automatic handgun in the crawlspace of a nearby vacant building.  The substance believed to be marijuana was located on the defendant’s person after arrest. The defendant was charged with Unlawful Possession of a Firearm (with an enhancement for being a Convicted Felon), Misdemeanor Evading Arrest, and Simple Possession of Schedule VI Controlled Substance (Marijuana), and transported to the Washington County Detention Center where he is being held on $13,000 bond and awaiting a court hearing on 4/7/2014 in Washington County General Sessions Court.

On 04/05/2014 at 01:30 p.m., Officers of the Johnson City Police Department responded to report of several accidents with and without injury in the N. Roan St. and Bristol Hwy. areas. Jessica Ketron, 23yoa, 462 Walnut Hill Rd., Bristol, TN., was found to be the driver at fault for all 5 crashes. Ms. Ketron and two other people from the crashes were transported to the Johnson City Medical Center for non-life threatening injuries, where all were discharged shortly after. Ms. Ketron was charged with 6 counts of Reckless Endangerment, 5 counts of Leaving the Scene of an Accident, 2 counts of Vehicular Assault, Driving Under the Influence 1st offense, Unlawful Possession of Drug Paraphernalia and Failure to Comply with Financial Responsibility. Ms. Ketron is currently being held at the Washington County Detention Center in lieu of a $70,500 bond and is scheduled for arraignment in Washington County General Sessions Court on Monday, 04/07/2014 at 01:30 p.m.

On 4/5/14, Johnson City Police Department vice investigators arrested Jermelle “Nephew” Fisher (36 years old, 207 East Myrtle Ave) after conducting an investigation into the distribution of crack cocaine in downtown Johnson City.

 

Fisher was charged with three counts of selling crack cocaine after investigators conducted controlled purchases of crack cocaine from him.

 

Fisher was transported to the WCDC where he was being held in lieu of a $30,000 bond. His arraignment was scheduled for 10:00 a.m. on 4/7/14 in Washington County General Sessions Court.

On 4/5/2014 officers of the Johnson City Police Department arrested a Juvenile Suspect, who resides in Johnson City, TN, a 13 year old male, on the charge of Felony Theft of Property (Motor Vehicle). Officers responded to a 911 call in the area of Keystone Apartments from a victim stating he was in pursuit of a juvenile found in possession of a stolen motorcycle. The Juvenile Suspect was found by officers in a wooded area near Park Place Apartments, 1315 Bell Ridge Road, matching the description given by the victim.  The victim also later identified the Juvenile as the suspect in possession of his motorcycle, which had been stolen a day earlier. The Juvenile Defendant was taken into custody and charged with Felony Theft of Property (Motor Vehicle) and released on a Felony Citation in Lieu of Arrest to his Guardian, pending a court date of 4/11/14 in Johnson City Juvenile Court.

      On Sunday, April 06, 2014 at 5:06 am officers of the Johnson City Police Department arrested Ronald L. Anderson, 47, of 215 Smokey Trail Lane, Jonesville, VA and charged him with two counts of aggravated assault and sexual battery. The arrest was a result of an investigation into a disturbance at Perkin’s, 2608 North Roan Street where victims and witnesses stated Anderson made unwanted contact with a female customer and then attempted to strike others with his vehicle while fleeing the scene.  Anderson was later found at a crash site just outside Johnson City where he was arrested by the Washington County Sheriff’s Office and a charge of DUI was placed against Anderson.  Anderson was placed into the Washington County Detention Center under a $26,000.00 bond and an arraignment is scheduled for Monday, April 07, 2014 at 1:30 pm in Sessions Court.

On April 6, 2014 officers of the Johnson City Police Department responded to a shoplifting at Kohl’s department store, located at 190 Market Place Boulevard. Danita Corby, 56, of 114 Helen Ct. was caught shoplifting $604 worth of Jewelry by loss prevention employees.   Corby was arrested and charged with shoplifting (over $500). She is being held in the Washington County Detention Center, in lieu of a $5000 bond. Corby is to be arraigned in General Sessions Court April 7, 2014 at 9:00 a.m..
