                On 08/07/20 at approximately 1100 hours, Investigators with the Johnson City Police Department arrested Esteban Salinas (41 yrs old, Salinas Ln. Unicoi, TN) and charged him with Stolen Property (receiving or concealing) over $2,500. 

                The arrest resulted from an investigation into the theft of a 2000 GMC Jimmy SUV from Redi-Mart, 400 N. Broadway St, Johnson City, Tennessee on 08/03/20.  Officers located the stolen vehicle at McDonalds, 417 E. Main St, Johnson City, Tennessee on 08/07/20.  The investigation revealed Mr. Salinas to be in possession of the stolen vehicle. 

                Mr. Salinas is being held in the Washington County Detention Center in lieu of a $5,000 bond.  He is scheduled for arraignment in Washington County General Sessions Court on 08/07/20 at 1:30 pm.

          On August 07, 2020 Investigators of the Johnson City Police Department arrested Emory Q. Jackson (Chattanooga, Tennessee, 40 years old) for being a convicted felon in possession of a handgun, tampering with evidence, possession of methamphetamine, and possession of drug paraphernalia. The arrest was a result of a traffic stop in which Emory Jackson was a passenger in the vehicle. The driver of the vehicle consented to a vehicle search. During this search a handgun was located as well as drug paraphernalia. During the investigation, it was determined that Emory Jackson was the owner of the gun and had knowledge of it being in the vehicle.

     While waiting to be interviewed at the Johnson City Police Department Emory Jackson was seen retrieving a bag of methamphetamine from his shorts and ingesting it. Emory Jackson was transported to the Washington County Detention Center where he is being held on a $35,000.00 bond and is scheduled to be arraigned in Sessions Court on August 10, 2020 at 9:30 a.m.

 

 

Water Leak on E Oakland Ave Traffic Alert

A water leak has caused a portion of East Oakland Ave between Princeton Road and Silverdale Drive to be closed.  No traffic is allowed on Oakland Avenue in this area.

 

Barricades are in place to divert traffic at Princeton Road, Austin Springs Rd, and Silverdale Dr.

 

Time to repair the roadway could take 6 to 8 hours.

On 8/9/20, the Johnson City Police Department arrested Harley Howard (30 yo, 656 Princeton Rd, Johnson City) and charged him with Forgery, and Theft of Property Under $1000.

The arrest comes as a result of an investigation into an incident where a check was stolen and fraudulently cashed.

Harley Howard was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $1,000 bond. His next scheduled court date is set for 9:00 a.m. on 8/18/20 in Washington County General Sessions Court.

     On August 10th, 2020, at approximately 6:30 p.m., the Johnson City Police Department arrested 47 year old Erick Schmoldt (426 W Valley Dr, Kingsport). Mr. Schmoldt was charged with burglary.

     The arrest of Erick Schmoldt resulted after officers began an investigation into a burglary that occurred at 425 W Walnut St, Quick Laundry & Cleaners, on 07/17/19. Mr. Schmoldt was developed as a suspect and an arrest warrant was issued, however, it was unable to be served until 08/10/20.

    Erick Schmoldt was arrested and transported to the Washington County Detention Center where he has since bonded out.  Mr. Schmoldt’s next court date is set for September 10th, 2020 at 1:30 p.m.

On August 13, 2020 at 2:30 A.M. officers with the Johnson City Police Department responded to the area of 3602 W. Market Street.  Officers were called to assist the Johnson City Fire Department with traffic control due to a structure fire at that location. Due to circumstances surrounding the fire, traffic is expected to be detoured in the area, possibly into the hours of the morning commute. Traffic is currently being detoured onto Mckinley Road and Claude Simmons Road. Traffic on Indian Ridge Road will not be allowed on W. Market Street. Expect delays throughout the area for the next several hours. Please be mindful of emergency personnel responding in the area and obey detours and officers directing traffic.

On 8/12/20, at approximately 2:30 pm, Officers of the Johnson City Police Department arrested 40 year old Jeremy Manning, 380 Bob Jobe Rd Kingsport, TN 37663, and charged him with Theft of Property over $1,000.

On 5/07/20 a police report was filed by Evolution Wireless. The resulting investigation identified suspicious transactions where cell phones, some valued at over $1,000, were discounted to zero leaving the customer to pay only the sales tax. Mr. Manning was interviewed concerning the thefts and admitted to the theft.

Jeremy Manning was served with a warrant for Theft of Property over $1,000 and is being held in lieu of a $1,000 bond with arraignment scheduled for 1:30 pm on 8/13/20 in Washington County General Sessions Court.

On 8/12/20, the Johnson City Police Department arrested a 17 year old juvenile and charged the juvenile with aggravated sexual battery.

The arrest stems from an investigation into a sexual assault that occurred on 08/11/20 in north Johnson City.

The juvenile was arrested and taken to the Upper East Tennessee Juvenile Detention Center and will appear in Johnson City Juvenile Court at a later date.

On August 13th 2020, Officers of the Johnson City Police Department arrested Kristy Barsz, 46 year old white female, 1220 Indian Ridge Rd, Johnson City, TN 37604 and charged her with Aggravated Assault, two counts of Felony Evading, two counts of Driving on a Revoked License, and Running a Stop Sign.

The arrest stems from Officers investigating a Domestic Disturbance between Ms. Barsz and a relative. Ms. Barsz allegedly attempted to stab her relative with a knife. She fled the scene before officers arrived. On August 11th and 12th, Ms. Barsz fled in a motor vehicle while police attempted to stop her. She was apprehended on August 13th at a local apartment complex.

Ms. Barsz was taken into custody and is currently being held at the Washington County Detention Center on a $12,000 bond. Her arraignment was set for August 14th 2020 at 10:00 am in Washington County General Sessions.

                On 08/13/2020 at approximately 1:00 a.m. officers of the Johnson City Police Department responded to 808 Pardee St. on a report of a stabbing and robbery.  Officers made contact with Christopher A. Johnson, a 38 year old male from Johnson City, Tennessee.  Johnson reported he had been robbed and slashed with a knife by an unknown male that fled the area.  During the course of the investigation it was determined that Johnson had provided officers with false statements about the alleged robbery and stabbing.  Johnson was arrested and is charged with false reporting, T.C.A. 39-16-502.  He is currently being held in the Washington County Detention Center on a $5,000 bond.  He is scheduled to be arraigned in Sessions Court on 08/13/2020 at 1:30 p.m.

     ON 08/15/20 officers of the Johnson City Police Department arrested Johnathan C Bowman (27 year old male, 116 Spring City Dr., Johnson City) for Aggravated Robbery.

At approximately 7:06 p.m., officers responded to 1101 E Unaka Ave., Scotchman, in reference to an armed robbery. While officers where in route the caller stated a male wearing a green shirt, with a face covering entered the store then demanded the cash while displaying a knife. Officers located the male identified as Johnathan Bowman a short distance from the store that matched the description. Mr. Bowman was in possession of the stolen cash that was wrapped in the bandanna that matched the description given.

Mr. Bowman was transported to the Washington County Detention Center and is being held in lieu of a $10,000 bond. Arraignment is scheduled on 08/17/20 at 1:30 p.m. in Washington County General Sessions Court.

On Saturday August 15, 2020, officers of the Johnson City Police Department arrested Katherine Brady, 36 years old, Boone St. Johnson City, TN and charged her with aggravated assault.

The arrest is a result of officers responding to a call at 2711 W Walnut St. #2 where Brady had struck the victim with a baseball bat. Officer did notice the victim had a large knot on his right hand that was bleeding. The assault occurred after an argument broke out between Brady and the victim.

Brady was taken into custody and transported to the Washington County Detention Center with a $5,000 bond. She is scheduled to appear in Washington County General Sessions Court on August 17, 2020 at 1:30PM.

On 08/17/20, Officers of the Johnson City Police Department arrested eighteen year old Anton Smith, of Johnson City, on charges of Sexual Battery. 

The arrest was the result of an investigation into a report of fondling at 1805 W State of Franklin Rd that occurred on 08/03/20.

Mr. Smith was arrested and transported to the Washington County Detention Center where he is currently being held on a $5,000 bond with an arraignment set for 08/18/20 at 1:30pm in the Washington County General Sessions Court.

     Johnson City Police Department arrested Huston Hartley (26 years of age) of 149 Mill Pond Rd. Elizabethton TN 37643 and charged him with one count of Theft of Property over $1000.

On 08/19/2020, Huston Hartley was on Orleans St. in a stolen Ford Taurus along with two other suspects. Once they parked, the victim’s boyfriend observed the stolen vehicle and confronted the suspects. The suspects then ran down Orleans St. Officers arrived and the victim’s boyfriend pointed in the direction they ran on Orleans St. Officers drove down Orleans St. and observed one suspect run into the woods. Officers pursued him by foot into the woods. He assaulted an officer during the pursuit and continued to run. Officers were able to take Huston Hartley into custody deeper in the woods. Due to Huston Hartley being in possession of the stolen vehicle at the time he was arrested and transported to Washington County Detention Center.

Huston Hartley is being held in lieu of a $5000 bond. A preliminary hearing is set for 1:30p.m. at 08/20/2020 in Washington County General Sessions.

On 8/20/20, the Johnson City Police Department arrested a 17 year old juvenile and charged the juvenile with Aggravated Assault.

 

The arrest stems from an investigation into a shooting incident that occurred on August 19th at approximately 6:38 p.m. at the

intersection of Jay St. and Colorado St.  There were no reported injuries as a result of this incident.

 

The juvenile was arrested and taken to the Upper East Tennessee Juvenile Detention Center and will appear in Johnson City

     On August 19th, 2020, at approximately 3:30 p.m., the Johnson City Police Department arrested 44 year old Terry Brewster (General Delivery). Mr. Brewster was charged with theft over $2,500, theft over $1,000, resisting arrest, and evading arrest.

     The arrest of Terry Brewster resulted after officers began an investigation into multiple stolen vehicles in Johnson City. During the investigation, Mr. Brewster was developed as the suspect and later located. While taking Mr. Brewster into custody, he began actively resisting arrest and attempted to flee from officers.

    Terry Brewster was arrested and transported to the Washington County Detention Center where he is being held on a $21,500 bond.  Mr. Brewster’s arraignment is set for August 20th, 2020 at 1:30 p.m.

On Thursday, August 20, 2020, at approximately 10:20 p.m., officers of the Johnson City Police Department responded to the area of E. Oakland Ave. and Ninth Ave. in reference to an unresponsive man.

 

When officers arrived on scene, they found a 34 year old male on the ground. Bystanders rendered aid to the man until emergency crews arrived. The man was transported by EMS to the Johnson City Medical Center, where he succumbed to his injuries.

 

Witnesses were interviewed and it was discovered that the man was a passenger in a vehicle that was traveling on E. Oakland Ave. At this time, it appears that the man voluntarily exited the moving vehicle, causing his injuries.

The victim’s identity is being withheld at this time pending notification of next of kin.

 

The Johnson City Police Department’s Criminal Investigation Division continues to follow up on this case and seeks information regarding the incident. JOHNSON CITY POLICE DEPARTMENT INCREASES IMPAIRED-DRIVING ENFORCEMENT

 

The Johnson City Police Department is partnering with the Tennessee Highway Safety Office (THSO) to place additional officers on the lookout for impaired drivers as part of the “Booze It and Lose It” campaign from August 21 to September 7, surrounding the Labor Day holiday.  This initiative coincides with the National Highway Traffic Safety Administration’s “Drive Sober or Get Pulled Over” mobilization to increase impaired-driving enforcement nationwide.

The Johnson City Police Department (JCPD) reminds everyone that buzzed driving is drunk driving.  Of the 451 injury crashes investigated by JCPD in 2019, 56 (12.4 percent) were alcohol-related.  Working together, we can reduce crashes, injuries, and deaths on Johnson City roadways.  JCPD and THSO want to remind all drivers that impaired-driving is not only illegal, it is a matter of life and death. 

Increased state and national messaging about the dangers of drunk driving, coupled with high visibility enforcement efforts such as the efforts locally with JCPD, aim to drastically reduce the number of drunk-driving crashes, injuries, and fatalities this year.

 

The consequences of a single DUI conviction for a first-time offender in the state of Tennessee may include costly fines, court costs, legal fees, jail time, mandatory drug and alcohol treatment, and/or the installation of an ignition interlock device in his/her vehicle.

 

The THSO provides grant funding to support Johnson City Police Department’s increased enforcement efforts during the “Booze It and Lose It” campaign. For more information about the THSO, please visit www.tntrafficsafety.org.

On 8/21/2020 at 7:00 p.m., Officers of the Johnson City Police Department arrested Sheenah A. Rogers (D.O.B. 04/13/1982), 1117 Cherry St.  Kingsport, TN and charged her with Theft of Property Over $1000.

 

Officers were dispatched to J.C. Penney, 2011 North Roan St. to investigate a shoplifting incident. Rogers entered the store and selected various merchandise worth $1098.00 and exited the store without paying for it. 

Rogers was arrested and transported to Washington County Detention Center where she is being held on a $5,000.00 bond. An arraignment is set for 8/24/2020 at 1:30 p.m. in Washington County General Sessions Court.

On August 21st 2020, Officers of the Johnson City Police Department arrested Heather Slone, 35 year old, white female, 1108 Grover St, Johnson City, TN and charged her with Theft of Property over $2,500.  The arrest stems from officers investigating the report of a stolen vehicle taken from a residence in Johnson City. The vehicle was located hours later in Jonesborough, TN with Heather Slone asleep in the driver seat.

Ms. Slone was taken into custody and transported to the Washington County Detention Center where she is being held on a $5,000 bond. Her arraignment is set for August 24th 2020 in Washington County General Sessions.
