On 11/12/13, Investigators of the Johnson City Police Department arrested James Rickey Kennedy (1315 E. Fairview Ave., Johnson City, 32 years old) and charged him with theft over $500.00, 3 counts of criminal simulation and 2 counts of contributing to the delinquency of a minor.

On 11/11/13, officers responded to 112 Sunset Dr., Kroger, on a shoplifting.  During the investigation it was determined that Kennedy selected more than 40 cans of baby formula and passed the point of sale without making payment. Kennedy fled from the scene with more than $660.00 worth of product. Kennedy had two children with him during the theft.

On 11/12/13, Investigators located James Rickey Kennedy and placed him under arrest and transported him to the Washington County Detention Center, where he is being held in lieu of $3,000 bond. Arraignment is set for 1:30 p.m. on 11/14/13 in Washington County General Sessions Court.

On 11/12/13, officers of the Johnson City Police Department arrested David Mantey, 40 yr old male, 158 Oak Grove Rd., Apt #2, Gray, TN, and charged him with Manufacture/Delivery/Sale of Schedule II Drug, Introduction into a Penal Facility, Simple Possession of Schedule VI Drug, and Driving on Revoked License 2nd Offense.

At approximately 1:30 p.m., officers of the JCPD Drug Interdiction Unit initiated a traffic stop on a gold Chrysler minivan near Spring St. and W. Pine St.  During investigation of the traffic stop officers located approximately 23.4 grams of crack cocaine and a small amount of marijuana.

Mr. Mantey was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $17,000 bond.  An arraignment is set for 11/13/13, at 1:45 p.m., in Washington County General Sessions Court.

On 11/12/13, Officers of the Johnson City Police Department arrested Brenda Paige Shipley, 340 Pyburn Ln., Greenville TN, for Obtaining Narcotics by Fraud.

The arrest stems from an investigation in which Shipley is accused of calling the Wal-Mart Pharmacy, at 3111 Brownsmill Rd on 11/07/13, and attempted to order medications using the personal information from a relative for her personal use.

Shipley is currently being held in the Washington County Detention Center in lieu of a $5,000.00 bond. She is scheduled to appear in Washington County General Sessions Court on 11/13/13 at 1:30 pm.

On 11/13/13, Investigators with the Johnson City Police Department’s  Vice Unit arrested Harold Benbow (120 Roy Edwards Road, Jonesborough, 19 years old), and served him with an indictment out of Washington County Criminal Court charging him with two counts of selling crack cocaine.

The indictment was obtained after undercover vice investigators purchased crack cocaine from Mr. Benbow on two separate occasions. 

Benbow was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $50,000 bond. He will appear in Washington County Criminal Court at a later date.

On 11/16/2013 officers of the Johnson City Police Department arrested Donald R. Justice, who resides at 1112 King Springs Rd, Johnson City, TN, a 48 year old male, on the charge of Aggravated Burglary and Simple Assault. Officers responded to a 911 call at 1112 King Springs Road, Aspen Ridge Apartments concerning a physical altercation between the residents of two apartments.  Investigation revealed the Defendant allegedly reached through the window of a closed door and drug the victim outside of the apartment by his neck and assaulted him.  The defendant was charged with Aggravated Burglary of a Residence and Simple Assault and transported to the Washington County Detention Center where he is being held on $11,000 bond and awaiting a court hearing on 11/18/2013 in Washington County General Sessions Court.

On 11/16/13, officers of the Johnson City Police Department arrested Kevin D McCarver (6025 Stage Rd Memphis TN, 42 years old) and charged him with being a  Fugitive from Justice.

At approximately 9:00 p.m., officers observed a male standing behind the dumpster at the Sunoco gas station on N Roan Street. Officers identified the male as Kevin D McCarver.  Upon running a records check on the subject it revealed Mr. McCarver was wanted out of Osceola County, Florida for failure to register as a sex offender.

Police arrested Mr. McCarver , and transported him  to the Washington County Detention Center, where he is being held without bond. Arraignment is set for 1:30 p.m. on 11/18/13 in Washington County General Sessions Court.

                On Saturday, November 16, 2013, at approximately 11:30 p.m., officers of the Johnson City Police Department arrested 43 year old Joseph B Denney of Earnest St, Johnson City, TN.  The arrest stems from a traffic stop for suspicion of DUI. Denney attempted to flee by vehicle and then by foot, but was apprehended a short time later. Denney was booked into the Washington County Detention Center on charges of DUI 2nd offense, reckless endangerment, evading arrest, and driving on a revoked license 2nd offense. He is currently being held without bond until a bond hearing on 11-18-13 at 1:30 p.m. in Washington County General Sessions Court.

                On Sunday November 17, 2013 at approx. 4 o’clock am., Mr. Ryan Jarad Cate was arrested as the result of a crash investigation where the driver and vehicle fled the scene on W Market St and Delaware.  Officer’s responded to 800 John Exum Pkwy where the suspect vehicle had been left abandoned.  Officers found Mr. Cate hiding under some brush in a creek bed.   Mr. Cate was charged with Leaving the Scene of an Accident, DUI multiple offenses, Driving while restriction in effect (Habitual Motor Offender), and Driving on Revoked License multiple offenses.  He is being held in the Washington County Detention Center with no bond.  He is set to appear in Washington County General Sessions Court on November 18, 2013 at 1:45 pm.

On 11/18/13, officers of the Johnson City Police Department arrested Payden David Vines (137 Old Lacy Hollow Rd. Elizabethton, 26 years old) and charged him with one count of Theft of Property over $1,000.00.

The arrest is the result of an investigation into a report that was filed by the victim who stated that Mr. Vines stole cash and merchandise from the business while he was an employee at 149 S. Broadway St. (Scotchman).

Mr. Vines came to headquarters and turned himself after he found a warrant had been issued for his arrest.  Mr. Vines was transported to the Washington County Detention Center, where he is being held in lieu of a $10,000 bond.  Arraignment is set for 1:30p.m. on 11/19/13 in Washington County General Sessions Court.

On 11/15/13, officers of the Johnson City Police Department arrested Joann Elizabeth Copas (2719 S. Roan St. #1, 32 years old) and charged her with one count of Theft of Property over $1,000.00.

The arrest is the result of an investigation into a report that was filed by the victim who stated that Ms. Copas came into the business and rented property valued at $2,074.21 and failed to complete payments or return the rented property.

Police located Ms. Copas and placed her under arrest.  Ms. Copas was transported to the Washington County Detention Center, where she is being held in lieu of a $10,000 bond and arraignment is set for 1:30 p.m. on 11/18/13 in Washington County General Sessions Court.

On 11/14/13, officers with the Johnson City Police Department arrested Rickey Cheyenne Greenwell (340 Lovers Lane, Elizabethton TN, 40 years old) and charged him with Auto Burglary and Theft of Propertyunder $500.

On 9/17/13, Officers with the Johnson City Police Department received a report of an Auto Burglary that occurred at 3915 Bristol Hwy.  The victim reported that someone forced entry to her vehicle and stole her bible.  During the investigation, Mr. Greenwell was developed as a suspect and later identified by a witness at the scene. 

A warrant was issued for Ricky Greenwell and he was located on 11/14/13.  He was transported to the Washington Co. Detention Center where he was held on an $11,000 bond.  Arraignment was set for 11/18/13 at 1:30 pm in Washington County General Sessions Court.

On 11/18/2013 at approximately 2036 hours, Officers of the Johnson City Police Department responded to a report of a domestic assault. On arrival, Officers observed the juvenile male suspect fleeing the scene on foot. Officers chased the suspect through several backyards and alleyways. Officers lost visual contact with the suspect and they set up a perimeter and began conducting a search of the area. The suspect was eventually spotted returning to the scene of the crime and he was apprehended after a brief struggle. The 17 year old male suspect was charged with Aggravated Domestic Assault, Simple Domestic Assault, Evading Arrest, Resisting Stop, Arrest, and Simple Assault on an Officer. The suspect was placed in the custody of the Juvenile Detention Center pending a court hearing at Johnson City Juvenile Court.

Branum of 1728 Todd Drive Johnson City, and charged him with 2nd offense Driving after being declared a Habitual Motor Offender.  Branum was stopped by officers for a headlight violation on E. The arrest stems from an investigation in which Davis is accused of using a credit card belonging to another person at Walgreen Pharmacy, 409 N. State of Franklin Rd. on three separate dates between 10/21/13 and 11/07/13 .

Davis is issued a misdemeanor citation in lie of arrest and is scheduled to appear in Washington County General Sessions Court on 01/14/13 at 1:30 pm.

On 11/22/13, officers of the Johnson City Police Department arrested Joseph Allen Smith (2 Trivette Concourse #8., 19 years old), for felony vandalism over $1,000.00.

On 10/23/13, officers responded to reports of vandalism that 2 Trivette Concourse #8.  The apartment, which Joseph A. Smith was staying in, had multiple large holes in the walls and in the doors.  Witnesses advised that Mr. Smith became upset and began destroying the apartment.  The damages were reported to be valued at approximately $1,300.00. 

On 11/22/13, Investigators located Joseph Smith in the Tyler Apartment complex.  He was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $10,000.00 bond. Arraignment is set for 9:00 a.m. on 11/25/13 in Washington County General Sessions Court.

On 11/22/2013, officers of the Johnson City Police Department responded to Carroll Creek Rd. near the intersection with Emerald Chase Blvd. to investigate a vehicle crash there. It was determined that a white 1998 Jeep Cherokee driven by19 year-old Sidney B. Crandall, 2607 Brownsmill Rd. Apt #7 Johnson City, TN, left the roadway as it was negotiating a curve. The vehicle overturned at least once and Crandall, who was not wearing his seatbelt, was ejected from the vehicle, and died at the scene as a result of his injuries. Speed and alcohol use appear to be factors in the crash. The investigation is being continued by the Police Department’s Crash Reconstruction Team.
