     On August 21, 2013, at approximately 4:22 p.m., the Boones Creek Pharmacy located at 4729 N. Roan Street, Suite # 2, Johnson City was robbed by a white male subject. The unknown male, entered the pharmacy and demanded schedule narcotics from employees while brandishing a firearm.

     The unknown male, pictured below was described as a white male, approximately 5’10’ to 6’0” tall, 185 – 200 pounds, light colored hair wearing a camouflage baseball style hat, black long sleeve shirt and blue jeans. On Friday, August 23rd, 2013, at approximately 12:00 am, officers of the Johnson City Police Department arrested 31 year old

David W. Wilson of 207 Highland Terrace, Leitchfield, KY, charging him with being a Fugitive from Justice for Crime in Another State.  

 

Officers responded to the intersection of E. Maple St. and S. Roan St. in reference to two male

subjects wanted for a previously committed crime.  A computer check revealed that Mr. Wilson had an active warrant  out of the state of Kentucky.

 

Mr. Wilson was placed under arrest and transported to the Washington County Detention Center.

A bond hearing is set for 10:00 a.m. on Friday, August 23rd, 2013, in Washington County General Sessions Court.

On 08/25/2013, officers of the Johnson City Police Department arrested Joshua A. Simpson (1317 Harrison Ave. Kingsport TN, 30 years old) and charged him with Driving While Restrictions in Effect (Habitual Motor Offender) and Leaving the scene of an accident.  At approximately 6:29 p.m., officers were dispatched to a single vehicle crash involving a motorcycle on the exit ramp of Interstate 26 at N Roan St. Prior to officers arrival the driver of the motorcycle fled on foot.  After a brief search of the area, Mr. Simpson was located behind a restaurant. An investigation into Mr. Simpson’s driving history revealed that his license status was classified as a habitual motor offender.   Joshua Simpson was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $6,000 dollar bond. Arraignment is set for 1:45 p.m. on 08/26/2013 in Washington County General Sessions Court.

On 8/27/13 officers of the Johnson City Police Department arrested Cynthia R Huntley, 218 E. Myrtle Ave. Apt 1, 32 years old, charging her with Domestic Aggravated Assault. At approximately 11:30 a.m. officers responded to victims apartment. Victim stated that he had an argument with his niece that resulted in him being assaulted by Cynthia Huntley. After further investigation it was found that the victim had been assaulted with a pair of scissors causing minor injuries. Cynthia Huntley was placed under arrest and transported to the Washington County Detention Center, where she is being held on a $10,000 bond. Arraignment is set for 1:45 p.m. on 8/28/13, in Washington County General Sessions Court.

Felony Arrest of Lingo and Bizzell

On 8/22/13, officers of the Johnson City Police Department arrested Janmichael Lingo (1908 E 26th St, Chattanooga, TN., 21 years old) and Adrian Bizzell (405 Bettie St., 21 years old) charging him them with Especially Aggravated Burglary, Aggravated Assault and Attempted Aggravated Rape.

On 8/22/13, Police and EMS responded to 600 St. Louis St. where a victim was located with severe lacerations to his head. He was transported by EMS to the Johnson City Medical Center where he was hospitalized and continues to receive medical treatment. The victim is listed in guarded condition. A second victim was located a short time later and advised that she was sexually assaulted by the same subjects. She was taken to the Johnson City Medical Center for treatment for her injuries and was released a short time later. This victim was able to give a detailed account of the events.

Police located Lingo and Bizzell on a traffic stop and they were subsequently arrested for these and other unrelated charges. They were placed under arrest and transported to the Washington County Detention Center, where Lingo is being held in lieu of a $150,000 bond and Bizzell is being held in lieu of a $250,000 bond. Arraignment is scheduled in Washington County General Sessions Court. Police are continuing to search for others involved in this crime and the investigation is continuing.

On 8/27/13 at approximately 2235 hours, officers of the Johnson City Police Department stopped a 1988 blue Ford Mustang in the area of Hamilton Ave for a possible DUI.  Officers observed the driver attempt to conceal a glass pipe by throwing it into the floor board of the vehicle.  The driver was identified as 49 year old Jeffrey Dalton. 
A further search of the vehicle revealed multiple ounces of marijuana, small amounts of crack cocaine and open vodka bottles.  Dalton was arrested on his 5th DUI charge and for felony possession of schedule VI narcotics with intent to resale.  Dalton is currently being held at the Washington County Detention Center without bond.  He is scheduled to appear in Washington county Sessions Court 8/29/13 at 1345 hours.

On 8/28/13, officers with the Johnson City Police Department arrested Joseph Michael Westmoreland (General Delivery, Kingsport, TN, 34 years old) and charged him with Theft of Propertyover $500.

On 11/27/11, officers received a report of a shoplifting at Walmart, 3111 Browns Mill Rd.  The victim advised that three subjects entered the store and loaded up a shopping cart with merchandise valued at $580.00.  The merchandise was scanned at the register and the two males left the store with it before it was purchased.  The female acted as if she was going to retrieve something else and left through the back door of the store without paying.  The defendant was identified from video surveillance footage of the store and a warrant was issued.

On 8/28/13, he was arrested after being released from the Johnson County Jail and taken to the Washington Co. Detention Center where the warrant was served.  He was held on a $5,000 bond.  Arraignment was set for 1:30 p.m. on 8/29/13 in Washington Co. General Sessions Court.

On 8/29/13, officers with the Johnson City Police Department arrested Marcus Stewart Wright (412 W 9th Ave., Johnson City, TN, 18 years old) and charged him with Auto Burglary and Theft of Propertyunder $500.

On 8/4/13, the defendant was arrested and charged with two counts of Auto Burglary after a witness saw him breaking into vehicles near 601 Fall St.  The witnesses detained the defendant until police arrived.  The defendant was in possession of a backpack which contained stolen property.  Further investigation into the property revealed that a GPS unit had been taken from a vehicle parked at 1101 John Exum Parkway.

On 8/29/13, he was located at the Washington Co. Courthouse and taken to the Washington Co. Detention Center where the warrant was served.  He was held on an $11,000 bond.  Arraignment was set for 10:30 am on 8/30/13 in Washington Co. General Sessions Court.

On 9/1/13, officers of the Johnson City Police Department arrested Monty E Machen (1610 E Fairview Ave, Johnson City, TN, 39 years old) and charged him with DUI, Driving on a Suspended License, Simple Possession of SCH IV Narcotic, Schedule II Narcotic For Resale and Unlawful Drug Paraphernalia.

At approximately 12:20 p.m., officers responded to the Roadrunner Market at 6757 Bristol Hwy in Piney Flats on a complaint that a vehicle had struck the front of the building and shattered a front window.  Monty Machen was the driver and sole occupant of the vehicle.  There was drug paraphernalia, a small baggy of pills which were found to be Oxycodone and Xanax, and a baggy which contained a white rock like substance believed to be crack cocaine located in the vehicle.

Mr Machen was cleared from the Johnson City Medical Center and transported to the Sullivan County Detention Center, where he is being held in lieu of bond. Arraignment is set for 9:00 a.m. on 9/3/13 in Sullivan County General Sessions Court.

                On Saturday, August 31st at approximately 3:05 PM officers responded to a two vehicle crash on Bristol Hwy. near Wayfield Dr. which resulted in minor injuries to a motorcycle operator.  The operator of the motorcycle was identified as 57 year-old Phillip Middleton of Mountain Home, TN. and he was transported to JCMCH for treatment of injuries sustained in the collision. As a result of the crash investigation, Mr. Middleton was arrested at JCMCH after his release from the hospital on charges of 5th offense DUI, 3rd offense of Driving on a Revoked License and 2nd offense of violation of the Habitual Motor Offender Law. Mr. Littleton was transported to the Washington County Detention Center where he is being held without bond pending an arraignment hearing in General Sessions Court on September 3rd at 9:00 AM.

Aggravated Robbery Arrests

On 09/01/13 at approx. 0500 hours officers from the Johnson City Police Department arrested Robert Fulwiler, 32 years of age, and Morgan Scheidt, 21 years of age, both of 293 Austin Springs Rd, #75, Johnson City, and charged them with Aggravated Robbery.  The arrests are the result of an investigation into the attempted robbery of the Scotchman, 149 S. Broadway Street.

At approx. 0125 hours a white male entered the Scotchman and approached an employee from behind while placing an object in the victim’s back that the victim believed to be a handgun.  The suspect demanded money from the employee before fleeing from the store.  The victim provided a description of the suspect’s vehicle to officers and it was located a short time later being driven by Ms. Scheidt.  Mr. Fulwiler, a passenger in the vehicle, was transported back to the store where he was positively identified by witnesses as the person committing the robbery.

Mr. Fulwiler and Mr. Scheidt were transported to the Washington County Detention Center where they are currently being held pending an arraignment in General Sessions Court on 09/03/13.

On 9/2/13, officers of the Johnson City Police Department responded to 1001 N. Boone St. on a death investigation. Family members advised that the victim, Karen Gillenwater (1001 N. Boone St, 55 years old), had not been seen outside her residence recently and when they went inside to check her welfare, found her deceased in the back room. As with all unattended deaths, Johnson City Police Department’s Criminal Investigation Unit responded and is continuing the investigation.

On 9/2/13, officers of the Johnson City Police Department arrested Chris Steven Ricker (224 E. Holston Ave. Apt. #3, Johnson City, 39 years old) and charged him with domestic aggravated assault.

On 8/3/13, at approximately 3:30 p.m. an argument began at 526 Care Ln. between Mr. Ricker and another family member. As the argument intensified, Mr. Ricker was allegedly pushed to the ground by the victim. The victim stated Mr. Ricker then pushed her to the ground and after she stood up, he began choking her. The victim stated she almost blacked out due to the choking. The victim did have red marks on her throat consistent with her account of the assault. No medical treatment was requested at the time of the incident.

On 9/2/13, Mr. Ricker came to police headquarters and turned himself in. He is currently being held in the Carter County Detention Center in lieu of a $5,000 bond and is scheduled for arraignment on 9/3/13.

On 9/4/13, investigators of the Johnson City Police Department arrested Lon Rosenbaum (Jonesborough, 40 years old), and charged him with felony reckless endangerment, felony evading arrest, and driving on a revoked license.

 

The arrest came after investigators observed a disturbance at an east Johnson City business. Mr. Rosenbaum fled from investigators in his vehicle at a high rate of speed, running a red light and nearly causing an accident. Investigators later located Mr. Rosenbaum at his residence, and took him into custody with the assistance of the Washington County Sheriff’s Office.

 

Rosenbaum was transported to the Washington County Detention Center, where he is being held in lieu of a $21,000 bond. Arraignment was set for 1:30 p.m. on 9/5/13 in Washington County General Sessions Court.

On 09/05/13, officers of the Johnson City Police Department arrested Holden Marshall Ledford (6 Trivette Concourse #2), 19 years old, and charged him with Rape of a Child. 

The arrest came as the result of an investigation initiated concerning the sexual assault of juvenile female.  The investigation revealed that while at the residence of Holden Ledford, on or around August 16, 2013, the juvenile female was sexually assaulted by Ledford and that the act was observed by a witness. 

Ledford was charged with one count of rape of a child and transported to the Washington County Detention Center, where he is currently being held in lieu of $50,000.00 bond.  Arraignment is set for 09/06/13 at 9:00am in Washington County General Sessions Court.

On 09/02/13, officers of the Johnson City Police Department arrested Andrea M. Blake (5580 107 Cutoff, Greeneville, Tn), 44 years old, and charged her with Felony Shoplifiting. 

The arrest came as the result of an investigation into an incident on 08/03/13 where Blake went into Kohl’s, 190 Marketplace Bvld., and attempted to steal over $800.00 worth of store merchandise.  Blake was apprehended outside of the store by loss prevention personnel and some of the property recovered, but she was able to get into her vehicle and flee the scene with the rest of the items from the store.   

Blake was served with an outstanding warrant charging her in the incident and arrested and transported to the Washington County Detention Center, where she was being held in lieu of $5,000.00 bond.  Arraignment was set for 09/04/13 at 9:00am in Washington County General Sessions Court.

SUBJECT: Aggravated Burglary                   DATE: 09/06/13                TIME: 2:44 p.m.

On 09/06/13, officers of the Johnson City Police Department arrested Walter J. Boyanton (1840 Presswood Rd. #19, 25 years old) and charged him with Aggravated Burglary.

The arrest stems from an investigation into the report of a burglary that was reported in May of 2013 at 1840 Presswood Rd. #18.  The investigation led to a warrant being issued for Mr. Boyanton.

Police located Mr. Boyanton at his residence. He was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $20,000 bond. Arraignment is set for 1:30 p.m. on 09/09/13 in Washington County General Sessions Court.

On 9/8/2013, officers of the Johnson City Police Department arrested Makalyn C. Simmons (1314 E Watauga Ave, 21 years old) and charged him with Felony Vandalism and Resisting Arrest.

 

At approximately 12:55 P.M., officers responded to 1314 E Watauga Ave, Johnson City, after a 911 call came in advising that there was an unknown disturbance that this location.  Upon arrival, officers found Makalyn C. Simmons in his mother’s residence where he had cause approximately $4,200 worth of damage. Several items in and around the house had been destroyed. Mr. Simmons also resisted officers when he was being arrested. He was charged with Felony Vandalism and Resisting Arrest.

 

Mr. Simmons was taken into custody and transported to Washington County Detention Center, where he is being held in lieu of an $11,000 bond.  An arraignment is set for 1:30 P.M. on 9/9/13 in Washington County General Sessions Court.

On 9/7/13, officers of the Johnson City Police Department arrested Najier Hugley (515 Pardee St., 23 years old) and Lance Hugley (515 Pardee St., 24 years old) charging him them with Especially Aggravated Burglary, Aggravated Assault and Attempted Aggravated Rape.
