On Tuesday, September 9th 2014 at approximately 9:27 pm., officers of the Johnson City Police Department arrested Richard Alan Howell, 12/19/83, 113 W Holston Avenue apartment #3 Johnson City, TN.
Officers responded to 113 W Holston Avenue on a robbery. Upon arrival, officers made contact with the victim. The victim said that he was sitting in the vehicle with Richard Howell, when he asked the victim if he could borrow some money. The victim said he pulled his wallet out and that Richard Howell hit him twice once in the back of the head and once in the jaw. The victim said that Richard Howell grabbed his money and ran away. Officers located Richard Howell at 113 W Holston Avenue in apartment #3 hiding behind a washing machine in the bathroom.
Richard Alan Howell is being charged with one count of robbery. He is being held in the Washington County Detention Center on a $25,000 bond. His arraignment is set for 09/03/14 at 1:30 pm in Washington County Sessions Court.
