On 04/25/2014, officers of the Johnson City Police Department arrested Phillip Carr (349 High St., 18 years old) charging him with felony vandalism. The arrest occurred when Mr. Carr was stopped for speeding in a school zone near Woodland Elementary School. During the traffic stop it was determined that Mr. Carr was wanted on an outstanding warrant charging him with Felony Vandalism (property damage over $500) for an incident that occurred at a residence on 04/20/2014.
On 04/20/2014 Mr. Carr came to visit a friend and due to his level of intoxication was asked to leave by the victim. This caused Mr. Carr to become angry and destroy several items in the apartment.
Mr. Carr was taken into custody and transported to the Washington County Detention Center, where he is being held on a $10,000.00 bond. Arraignment is set for 1:30 p.m. on 04/28/14 in Washington County General Sessions Court.
