On 10/17/2020, officers of the Johnson City Police Department arrested Kipplan Arnett, 114 Herman Johnson Loop, 53 years old, and charged him with criminal impersonation and robbery.
At 11:23 p.m., officers observed a disturbance in the roadway near Johnson Inn, 2700 W Market St. The victim stated Mr. Arnett forcefully took her cell phone from her hands and assaulted her before walking away. Mr. Arnett was found in possession of the cell phone. During the investigation, he provided officers with a false name and birthdate.
Mr. Arnett was placed under arrest for criminal impersonation and robbery. He was transported to the Washington County Detention Center where she is being held in lieu of a $2,000 bond. Arraignment is set for 10/19/2020 in Washington County General Sessions Court.
