On January 14, 2020, officers of the Johnson City Police Department arrested William Kaywood (1500 Bell Ridge Rd, 19 years old) and charged him with vandalism under $1,000, evading arrest, and aggravated assault.
Officers were dispatched to the area of State of Franklin//Watauga Ave in reference to a hit and run involving a motorcycle and a pedestrian. A Johnson City Police Officer located the motorcycle on Legion St a short time later. The officer followed the motorcycle to the intersection of Legion St//King Springs. The motorcycle was stopped in traffic and the officer approached the driver of the motorcycle. The officer attempted to remove the driver from the motorcycle, but the driver sped away. The officer was dragged by the motorcycle before it crashed. The driver of the motorcycle was then taken into custody and identified as William Kaywood.
Further investigation revealed there was not a crash involving a motorcycle and a pedestrian, but a road rage incident. The driver of the motorcycle was upset because a vehicle cut off his friends in traffic, who were also traveling on State of Franklin Rd. Kaywood hit the mirror of the other vehicle with his arm, causing damage to the vehicle.
William Kaywood was arrested and transported to the Washington County Detention Center where he is being held on a $31,000 bond. Kaywood is scheduled for arraignment in Washington County General Sessions Court on January 15, 2020 at 1:30 p.m.
