On 9/21/19, officers of the Johnson City Police Department arrested Russell Smith (3008 S. Roan St., Johnson City, 36 years old) and charged him with driving on suspended/multiple, unlawful drug paraphernalia, simple possession of schedule III & IV, possessing a firearm in the commission of a dangerous felony, possession of methamphetamine (felony), and possession of schedule II drug (felony).
On 9/21/19, at approximately 12:00 p.m., officers responded to 5019 Bristol Hwy., Shell Convenience Store, in reference to a check welfare, due to the suspect asleep at the wheel of his vehicle and rolling out into traffic on Bobby Hicks Hwy. Further investigation revealed that he was incoherent and giving illogical responses. Upon exiting the vehicle, officers discovered drug paraphernalia in plain view laying inside the vehicle. A records check of his driving history revealed that he was driving on a suspended license. During a search of his vehicle, various drugs, drug paraphernalia and a firearm were located.
On 9/21/19, Smith was transported to the Washington County Detention Center, where he is being held in lieu of a $34,000 bond. Arraignment is set for 1:30 p.m. on 9/23/19 in Washington County General Sessions Court.
