On 6/28/19, officers of the Johnson City Police Department arrested Kristy A. Dowell (1112 King Springs Rd Apt 3, Johnson City, 29 years old) and charged her with being a fugitive from justice. At approximately 2:00 a.m., officers responded to a possible burglary in progress at 909 N Roan St (Check Cashing Inc). Officers observed a vehicle leaving the scene and conducted a traffic stop, subsequently identifying Ms. Dowell as a passenger in the vehicle. Officers discovered that Ms. Dowell had an active warrant for her arrest out of Bristol, Virginia. Ms. Dowell was placed under arrest for the active warrant and transported to the Washington County Detention Center, where she is being held pending a bond hearing. Arraignment is set for 10:30 a.m. on 6/28/19 in Washington County General Sessions Court.
