On 3/10/19, officers of the Johnson City Police Department arrested Joseph M. On 3/10/19, officers responded to a local convenience store, where citizens observed a man unconscious in a vehicle. Officers identified the man as Joseph Draper and called for EMS. While he was being treated by EMS, medical units could smell a strong odor of what was believed to be marijuana coming from Draper’s vehicle. Several pills were observed in his lap while he was being treated. Further investigation by police revealed a large quantity of methamphetamine and other drugs and drug paraphernalia arranged and packaged for re-sale in his possession.
Draper was medically cleared by EMS and placed under arrest. He was transported to the Washington County Detention Center, where he is being held in lieu of a $25,000 bond. Arraignment is set for 10:30 a.m. on 3/11/19 in Washington County General Sessions Court.
