On 09/28/2018 officers of the Johnson City Police Dept arrested 42 year old Melissa Hicks and 44 year old Martin Tilley of 100 N Roan St Johnson City TN. Charging them with Aggravated Child Abuse.
The arrests stem from an investigation into the couple found living from a van in a parking lot in Johnson City. Also in the van was an 8 month old child. The infant was found in a filthy environment along with three cats. The van was filled with trash, rotting food and animal waste. The child was taken by Children Services and treated at the emergency room for a rash covering its body and animal scratches.
Both Hicks and Tilley are scheduled to appear in the Washington County Session Court on 11/29/2018 at 0900 and both are being held in the Washington County Detention Center on $50,000 bond each.
