Johnson City Police Chief Karl Turner is pleased to announce two promotions within the Johnson City Police Department.  Sergeant Any Hodges and Sergeant Don Shepard have both achieved the rank of Lieutenant.       

Chief Turner said “In order to fill two vacant positions of Lieutenant, we began a promotional process that included a thorough written questionnaire and board interview of candidates from the rank of Sergeant within the Department.  The Department is very fortunate to have candidates who possess excellent leadership and management skills. This translates into high quality management for this agency and outstanding police services for our community. I commend each of the participating officers for their hard work and dedication, and for their commitment to the Department’s mission, Community Safety.” 

A brief biographical sketch for both follows:

Lieutenant Andy Hodges is a 1999 graduate of the University of Tennessee in Knoxville, with a degree in Sociology, and an emphasis in Criminal Justice.  He began his law enforcement career in January 2000 with the Metropolitan Nashville Police Department, where he worked as a patrol officer and a plain clothes officer, until joining the Johnson City Police Department in October 2005.  Lt. Hodges worked as an officer on Platoon 3 and also as a member of the Community Policing Unit.  He was promoted to the rank of Sergeant in February 2011, and worked on Platoon 2 and Platoon 3 in that capacity.  Lt. Hodges will remain on patrol in the Operations Division. 

Lieutenant Don Shepard is a veteran of the United States Navy and served from 1988 until 1996.  He started his law enforcement career in Johnson City in 1997.  He has worked in several capacities to include a Corrections Officer in the City Jail, a patrol officer, a Bicycle Team Member, a Traffic Homicide Team member, and also as a Criminal Investigator.  He received an Associate’s Degree from Northeast State Community College in 1998.  In 2008, he was promoted to the rank of Sergeant.  He served as a patrol Platoon Sergeant on Platoon 2, and then later as the Squad B Sergeant in the Criminal Investigations Division from 2012 until 2018.  Lt. Shepard will move from the Criminal Investigations Division to the Patrol Division.
