On 04/11/18 at 1:17 p.m. officers of the Johnson City Police Dept. arrested Robert D. Bowlin (1502 Orleans St) 62 years old and charged him with Speeding, Failure to comply financial responsibility, and Habitual Motor Offender.
At approximately 1:15 p.m., officers were conducting traffic enforcement in the area of E. Fairview Ave. and Earl St. While conducting the traffic enforcement a white 1997 Mercury Grand Marquis was clocked on radar traveling westbound 45 M.P.H. in a 30 M.P.H. zone. The vehicle was stopped and the driver provided a Tennessee ID only and he was unable to provide any current proof of insurance. Mr. Bowlins driving history was ran through the state database which revealed his license are currently revoked for being declared a Habitual Motor Offender.
Mr. Bowlin was placed under arrest and transported to the Washington County Detention Center, where is being held in lieu of a $2,500 bond. His arraignment is set for 1:30 p.m. on 04/12/18 in Washington County General Sessions Court.
