On 2/27/17, the Johnson City Police Department arrested Cecilia Heatherly (Telford, TN, 41 years old) and charged her with (4cts.) criminal simulation.
On 2/6/17, officers took a report at Roadrunner, 4700 N. Roan St, where a counterfeit 20 dollar bill was used. On 2/20/17, officers took a report at 2100 W. Market. St., Walmart, where three counterfeit 20 dollar bills were used. During the course of the investigation, Heatherly was identified as the suspect passing the counterfeit 20 dollar bills at both locations.
On 2/27/17, Cecilia Heatherly was served with the warrants at the Washington County Detention Center, , where she is being held on unrelated charges. The bond for Heatherly was set at $18,000. Arraignment is set for 1:30 p.m. on 2/28/17 in Washington County General Sessions Court.
