On Wednesday, February 15, 2017, 49 year old, Richard L. Owens, 509 E Myrtle Ave, Johnson City, TN, was
arrested by officers of the Johnson City Police Department. Owens was charged with Possession of Schedule IV
with Intent to sell, Possession of a Firearm during Offense and Intimidation. The arrest stems for officers
responding to a call at 207 E. Mountcastle Drive, Econo Lodge. The victim stated that she and Owens had been involved
in an argument because he brought a gun into the hotel room. When she told him to leave, he allegedly
threatened to return and, “shoot up the place.” Officers stopped Owens as he was leaving the hotel. A search
of Owens backpack revealed a handgun and Owens was also in possession of multiple Xanax pills and Oxycodone. Owens
was transported to the Washington County Detention Center where he is being held in lieu of $12,000 bond. He
is schedule to appear in Washington County General Sessions Court on February 16, 2017, at 1:30PM.
