On 01/05/17, while conducting speed enforcement in the Northside School Zone on N. Roan St. near 8TH Ave, officers of the Traffic Unit stopped a vehicle for speeding. The driver of the vehicle was identified as William A. Melvin, age 31, 115 Mulberry St., Apt. 21 in Johnson City. Mr. Melvin is a declared Habitual Motor Vehicle Offender. He was taken into custody and transported to the Washington County Detention Center where he is being held on a $1,000.00 bond with a preliminary hearing scheduled for 01/06/17 at 0900.
