On 11/12/2016 at approximately 5:00 PM, members of the Johnson City Police Department responded to 2011 N. Roan Street #1993, JC Penney’s Department store in regards to a shoplifting complaint. Upon arrival, investigation revealed that Kayla Smith (DOB: 11/18/1989) W/F of 27427 Rivermount Dr. Abingdon, VA 24211 entered JC Penney and took $701.34 worth of cosmetic products without paying. Smith was arrested for Shoplifting/Theft of Property Over $500 and transported to Washington County Detention Center. Smith’s bond was set at $5,000 and her arraignment is for 11/13/2016 at 1:30PM at Washington County Sessions Court.
