       On 03/03/2016, officers of the Johnson City Police Department arrested Sean R Garber, 28 year old white male, of 110 Spring St Johnson City, TN and Leslie N Whaley, 34 year old white female, of 283 Furnace Rd, Johnson City, TN.

The arrest is the result of warrants that were filed from a crash on 12/31/2015 at Northside Wine and Spirits at 2311 Browns Mill Rd that left one victim with significant injuries.  Mr. Garber fled the scene of the crash and was not immediately located.   

On March 1st, 2016, Officers again came into contact with Mr. Garber when Officers responded to The Dollar General Store at 411 S Broadway on a shoplifting call. Officers attempted to apprehend Garber at this location but he fled on foot and jumped into the passenger side of a green GMC Jimmy being driven by Leslie Whaley. The vehicle fled the area at a high rate of speed and nearly causing a traffic crash into another Officer. Whaley and Garber were able to elude arrest on that day by hiding in a wooded area behind Whaley’s residence of 283 Furnace Rd.

On March 3rd, Officers were searching a residence on E Unaka Ave for the two fugitives. Whaley was located by Officers hiding in a bedroom closet and taken into custody. Garber ran out of a back door but was apprehended by Officers in the back yard. A search of Garber and his backpack yielded methamphetamine and drug paraphernalia.

Mr. Garber was arrested for Four Counts of Aggravated Assault, Leaving the Scene of an Accident with Injuries, Leaving the Scene of an Accident with Property Damage, Driving on Suspended License, Failure to Comply with Financial Responsibility, Evading Arrest, Shoplifting, Simple Possession of Methamphetamine, Drug Paraphernalia, and Resisting Arrest.  Mr. Garber is being held at the Washington County Detention Center with a total bond amount of $157,000 on three arrest warrants.  A preliminary hearing is set for 03/07/2016 in General Sessions Court.

Whaley was arrested for Felony Accessory after the Fact (Harboring a Fugitive), Felony Reckless Endangerment, Felony Evading Arrest, and Drug Paraphernalia. Whaley will be held on two arrest warrants with a total bond amount of $23,000 and also a preliminary hearing will be set for 03/07/2016 in General Sessions Court of Washington County.
