On 9/28/2015 at approximately 8:37 p.m., Officers of the Johnson City Police Department and the Tennessee Department of Corrections arrested Lemar Q. Gipson (General Delivery, 53 years old) and charged him with Sex Offender Residential Work Restrictions. Officers met with Gipson’s Probation Officer at a location at E. Oakland Ave. Officers located Gipson on E. Oakland Ave. were Gipson had set up residence in a tent on a property. The tent that Gipson was living in is approximately 236 feet away from the property line of a daycare on E. Oakland Ave. Gipson is a lifetime registered sex offender, therefore this is in violation of his rules as a registered sex offender. Gipson was transported to the Washington County Detention Center, where he is being held in lieu of a $5,000 bond. Arraignment is set for 1:30 p.m. on 9/29/15 in Washington County General Sessions Court.
