On 7/13/15, Investigators with the Johnson City Police Department arrested the following subjects as the result of an early morning discovery of a Meth Lab in a city apartment complex:  Bethany Britt (W/F, 22 years of age, of 965 Old Boones Rd., Jonesborough, TN); Brittany Byrd (W/F, 22 years of age  of 990 Fish Pond Rd., Chuckey, TN); William Duncan (W/M, 28 years of age of 1715 Sand Bar Rd., Chuckey, TN) and Dustin Hill (W/M, 23 years of age of 214 Rock House Rd., Lot 1, Johnson City TN).  Each subject was charged with Initiation of Process Intended to Result in Manufacturing of Meth, Unlawful Drug Paraphernalia and Reckless Endangerment (5cts.).  Michael Elliot Thomure (W/M, 18 years of age of 7 Trivette Concourse #2, Johnson City, TN) and Emily Phares W/F, 28 years of age, of 7 Trivette Concourse #2, Johnson City, TN) were each charged with Initiation of Process Intended to Result in Manufacturing of Meth, Unlawful Drug Paraphernalia, Reckless Endangerment (5cts.) and Maintaining a Dwelling for Controlled Substance or Distributing.

On 7/13/15 at approximately 12:10 am, Officers with the Johnson City Police Department responded 7 Trivette Concourse, Apt. 2, in reference to a complaint about a possible Meth lab at the residence.  When officers arrived, they made contact with 6 individuals inside the apartment.  While inside, officers located a meth lab and several additional items which are used to manufacture methamphetamine.  During the investigation, 5 Officers with the JCPD were exposed to hazardous materials and smoke.  They were all treated for exposure at the Johnson City Medical Center and later released.  Members of the Johnson City PD Special Investigation Squad responded and took over the investigation.  Members of the East Tennessee Methamphetamine Task Force and DEA Task Force also provided additional assistance in the investigation and clean-up of the scene.

All  six defendants were transported to the Washington Co. Detention Center where they were charged.  Bethany Britt, Brittany Byrd, William Duncan and Dustin Hill are being held on $16,000 bonds.  Michael Elliot and Emily Phares are being held on $26,000 bonds.  All defendants are scheduled to appear for arraignment on Tuesday, 7/14/15, at 1:30 PM in Washington Co. General Sessions Court.
