On 9/16/20 at approximately 8:40 p.m., officers of the Johnson City Police Department arrested James Saylor (204 Patton Ridge Dr., Jonesborough, TN, 43 years old) and charged him with a light law violation, identity theft, improper display of plates, and driving on revoked multiple.

 

Officers conducted a traffic stop on a motorcycle that was operating without a headlight illuminated after dark. Upon making contact with the driver, he presented the identity of a family member in place of his own. Officers were able to determine that he was not who he claimed to be and identify him as Saylor. Saylor was showing multiple active warrants for his arrest. The registration plate attached to the motorcycle was found to belong to a different motorcycle and not the one it was displayed on. Further investigation revealed that Saylor’s driver’s license is revoked.

 

Saylor was placed under arrest and transported to the Washington County Detention Center where his is being held on a $2,000 bond. Arraignment is set for 9/17/20 at 1:30 p.m. in Washington County General Sessions Court.

On 9/17/2020, investigators of the Johnson City Police Department, Special Investigation Squad, arrested Kemper Johnson, 26 years old, 3448 McKinley Rd., Johnson City, and Casie Smith, 31 years old, 3448 McKinley Rd., Johnson City on multiple drug charges.

               

Investigators began investigating Mr. Johnson and Ms. Smith after receiving information that they were involved in the distribution of marijuana. As a part of this investigation, controlled purchases of marijuana were made from Mr. Johnson.

               

On 9/17/2020, a search warrant was executed on their residence. During the execution of this warrant, marijuana belonging to Ms. Smith was found in the residence. Additionally, while investigators were present at the home, Ms. Smith destroyed evidence related to the couple’s narcotics distribution.

               

Based on this investigation, Mr. Johnson is charged with two counts of selling marijuana and maintaining a dwelling where drugs are sold. Ms. Smith is charged with possession of marijuana for resale, maintaining a dwelling where drugs are sold, possession of marijuana, and tampering with evidence. Both are scheduled to be arraigned on these charges in Washington County General Sessions Court at 1:30 PM. on 9/18/2020.

On 09/17/20, officers of the Johnson City Police Department arrested eighteen year old Marquise Cole (1203 John Exum Pkwy) and charged him Sex Offender Registry Violation (Failure to Report).

The arrest is the result of information received that Cole is a registered sex offender that was living at 1203 John Exum Pkwy. Cole has not reported that he was currently living at 1203 John Exum Pkwy. Cole is registered to be living at an address in Carter County, Tennessee. As a registered sex offender, Cole is required to report to law enforcement any address changes within 48 hours. Cole has been living at 1203 John Exum Pkwy since the beginning of August.

Marquise Cole was arrested and transported to the Washington County Detention Center where he is being held in lieu of a $20,000 bond. Cole is scheduled to appear in Washington County General Sessions Court on 09/18/20 at 10:30 a.m.

On Saturday, September 19, 2020 at approximately 2:30 a.m. officers of the Johnson City Police Department responded to 200 E Main St in reference to a female that had fallen from a fifth story window at 200 E Main St. The female was taken to an area hospital where she is being treated for her injuries.

Several witnesses were interviewed by the Johnson City Police Department Criminal Investigation Division, but investigators are continuing the investigation.      On 09/22/20, the Johnson City Police Department arrested Summer Roberts (33 years old, Johnson City, Tennessee) and charged her with receiving or concealing stolen property over $2,500. 

    The arrest stems from an investigation into the theft of a 2000 Ford F150 from a residence on Norwood Drive, Johnson City, Tennessee on 07/17/20.  The investigation revealed that Summer Roberts took the truck to a local auto detailer and attempted to sell it to an employee.  The employee became suspicious and called police to have a VIN check performed.  Police arrived, checked the VIN, and determined it was stolen.

   Ms. Roberts is being held in the Washington County Detention Center in lieu of a $10,000 bond.  She is scheduled for arraignment in Washington County General Sessions Court on 09/23/20 at 9:00 am.

On 09/23/20 officers of the Johnson City Police Department arrested Jessica A Killion (398 Mt. Wesley Rd, Telford) 30 years old and charged with Motor Vehicle Theft.

At approximately 4:00 p.m. officers observed a vehicle traveling westbound on W. Market St that had been reported stolen earlier the same day. A traffic stop was conducted and the suspect listed in the original report was in possession of the vehicle and she was identified as Jessica Killion. The driver of the stolen vehicle was identified as Robert A Harris 31 years old and he was charged with Driving on Revoked License and Simple Possession of Methamphetamine.

Mrs. Killion was arrested and transported to the Washington County Detention Center where she is being held in lieu of a $10,000 bond. The arraignment is set for 9:00 a.m. on 9/24/20 in Washington County General Sessions Court.

On 09/23/20 officers of the Johnson City Police Department arrested Christian Price (2301 Love St, Elizabethton, TN, 37643, 26 years old) and charged him with Aggravated Assault.

On 06/05/20 officers made contact with the victim at JCMC. The victim stated that he was at a downtown bar and met with an acquaintance and Christian Price. The victim stated that he went outside and was assaulted by two subjects who punched him in the face and threw him head first into the wall. The victim stated that once he fell to the ground they started kicking and stomping him. The victim was taken to the emergency room by a friend. After being examined it was discovered that the victim sustained a broken nose, fractured collar bone, and a fractured rib. A warrant for the suspects was obtained, charging them with Aggravated Assault.

Officers located Christian Price on 09/23/20. He was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $5,000 bond. Arraignment is set for 9:30 am on 09/24/20 in Washington County General Sessions Court. The other suspect has not been located at this time.

On 9/25/2020, officers of the Johnson City Police Department arrested Jimmy Chagoya (37916 N Harper Rd, Beach Park, IL 60087, 47 years old) and charged him with two counts of aggravated assault and simple possession of a schedule II drug.

At approximately 12:30 a.m. on 9/25/2020, officers were dispatched to 225 E Main St, Numan’s Café and Sports Bar, in reference to a fight in progress. Officers spoke with multiple witness and determined that Chagoya had threatened an employee of the business and a patron with a pocket knife. It was also discovered that Chagoya had attempted to conceal a quantity of a white powdery substance, believed to be cocaine, in a trash can.

Chagoya was placed under arrest and transported to Washington County Detention Center, where he is being held on a $21,000 bond. Arraignment is set for 10:30 a.m. on 9/25/2020 in Washington County General Sessions Court.

On 09/25/20, officers of the Johnson City Police Department arrested forty two year old Daniel Rutledge (249 Weaver Hollow Rd, Johnson City) and charged him with 44 counts of auto burglary, and 3 counts of aggravated criminal trespass.

The arrest is a result of an investigation into a string of auto burglaries that occurred at 102 S Broadway St, 204 Crown St, and 2102 E Fairview Ave between 01/20/20 and 01/28/20. Rutledge was developed as a suspect after he sold the stolen property to local metal recycling centers.

Daniel Rutledge was released from the Sullivan County Detention Center on 09/25/20 and transported to the Washington County Detention Center where he is being held on $4,500 bond. He is scheduled to appear in Washington County General Sessions Court on 09/28/20 at 1:30 p.m.

On 09/25/2020, officers of the Johnson City Police Department arrested Candice Albrecht, 316 University Pkwy, 35 years old, and charged her with burglary.

 

At 5:33 p.m., officers responded to Walmart, 2915 W. Market St., in reference to a shoplifting incident. Mrs. Albrecht was observed inside the store placing merchandise in a shopping cart. She then proceeded to a self-checkout register where she only paid for some of the merchandise. Investigation revealed that Mrs. Albrecht had been previously trespassed from Walmart.

 

Mrs. Albrecht was placed under arrest for burglary and transported to the Washington County Detention Center where she is being held in lieu of a $2,000 bond. Arraignment is set for 09/28/2020 in Washington County General Sessions Court.

               On 9/25/20, officers of the Johnson City Police Department arrested Mitchell Runnings, 37 years of age, of 610 Orleans St, Johnson City TN, on an arrest warrant charging him with one count each of Aggravated Assault (Domestic) and False Imprisonment.

                The arrest stemmed from an incident in which Mr. Running’s girlfriend alleged that he strangled her and kept her from leaving during an altercation on 9/13/2020. She had minor injuries to her neck, consistent with her allegation.

He was arrested and transported to the Washington County Detention Center, where he is being held on a total bond of $17,000. He is scheduled to appear in General Sessions Court on 9/28/20 to be arraigned.

    On 09/26/2020, officers of the Johnson City Police Department arrested David M. Cole (208 Hulse Rd. Jonesborough, TN, 35 years old) and charged him with Theft of Motor Vehicle (Over $1,000).

At approximately 8:30 pm, officers located a maroon GMC Astro Van at the 11-E Motel that was a vehicle of interest in a theft of a motorcycle on 09/25/2020.  The driver was identified on scene as David M. Cole.  The license plate to the stolen motorcycle was observed inside the van.  The motorcycle however was not recovered on scene.  Mr. Cole was arrested and charged with Motor Vehicle Theft.

Mr. Cole is currently being held in the Washington County Detention Center in lieu of a $5,000 bond.  His arraignment is set for 09/28/2020 at 1:30 p.m. in Washington County’s General Sessions Court.

On 9/28/2020 officers of the Johnson City Police Department arrested Melissa A. Moore (2531 Louise St., 39 years old) and charged her with Felony Possession of Methamphetamine, Unlawful Possession of Drug Paraphernalia, Unlawful Removal of Registration Plate, Driving an Unregistered Vehicle and Driving on Suspended License (multiple).

On 9/27/2020 at approximately 10:55 p.m. officers conducted a traffic stop on a red Toyota Corolla bearing a registration plate that did not belong to that vehicle. Officers observed drug paraphernalia in plain sight inside the vehicle and Ms. Moore was identified as the driver. An investigation revealed more drug paraphernalia inside the vehicle.  Ms. Moore also had an active warrant. A search incident to arrest revealed Ms. Moore to have a baggie with methamphetamine on her person weighing approximately 21 grams.

Ms. Moore was taken into custody and transported to the Washington County Detention Center where she is being held in lieu of a $5,000 bond. Arraignment is set for 9/28/2020 at 1:30 p.m. in Washington County General Sessions Court.

On 09/28/2020, officers of the Johnson City Police Department arrested Benjamin Hamilton (109 New St. Jonesborough, TN, 36 years old) and charged him with shoplifting-theft of property, resisting arrest, and introduction of contraband into a penal facility.

On 09/28/2020, at approximately 5:43 p.m., officers responded to 3118 E. Oakland Ave., Metro PCS, in reference to a shoplifter. Mr. Hamilton had concealed 2 cell phone cases inside his waistband. When officers arrived, he placed the 2 cell phone cases inside his bag with other purchased items without rendering a total payment of $50.00 for the cases. Additionally, a computer check showed Mr. Hamilton had a warrant for failure to appear and one for violation of probation out of Greene County, TN.  

 

Officers placed Hamilton under arrest at Metro PCS. He actively resisted arrest, but after a brief struggle, was taken into custody and transported to the Washington County Detention Center. While booking Hamilton in, Correctional Officers located a white crystal substance in his shoe.

 

Hamilton is being held in lieu of a $7,000 bond. Arraignment is set for 1:30 p.m. on 09/29/2020 in Washington County General Sessions Court.

     On 09/29/2020, officers of the Johnson City Police Department arrested Nykia Fillers (2210 Nantucket Dr, Johnson City, TN, 42) and Angela Holtsclaw (1104 Kings Springs Rd, Johnson City, TN, 27) and charged both with burglary. The male was released on a misdemeanor citation.

 

At approximately 12:28 pm, officers responded to Walmart, 2915 W Market St, on two females and a male shoplifting.  Upon arrival, loss prevention stated that they observed the three replace price tags on some items and also place other items in a cart and pass all points of sale without paying.

 

Further investigation revealed that both Fillers and Holtsclaw had been previously charged for shoplifting and banned from all Walmart property.

Fillers and Holtsclaw were transported to the Washington County Detention Center, where they are being held in lieu of a $3,000 bond each.  Fillers and Holtsclaw have a preliminary court appearance scheduled for 10/01/20 at 1:30 pm in Washington County Sessions Court.

On 09/29/2020, officers of the Johnson City Police Department arrested Kyle Lindsey (4550 Highway 11E Bluff City, TN, 31 years old) and charged him with identity theft.

On 09/29/2020, at approximately 9:41 a.m., officers responded to 3631 Bristol Hwy., Enterprise Rent-A-Car, in reference to a trespasser who was causing a disturbance. The complainant, a manager with Enterprise, requested to have the suspect banned from the property. Officers spoke with the male suspect who initially gave an incorrect name. After a brief investigation, it was determined he was not the individual whose name he provided, and he was positively identified as Kyle Lindsey.

 

Lindsey was taken into custody and transported to the Washington County Detention Center and is being held in lieu of a $1,500 bond. Arraignment is set for 1:30 p.m. on 09/29/2020 in Washington County General Sessions Court.

On 09/29/20, officers of the Johnson City Police Department arrested Stacy W. Gibson (932 Larry Neil Way Kingsport, TN, 26 years old) and charged him with burglary and theft of property under $1,000.

 

On 09/29/20 Mr. Gibson was observed in Walmart, 3111 Browns Mill Rd., shoplifting. After being apprehended by Walmart loss prevention, it was determined he had previously been caught shoplifting and banned from all Walmart properties on 11/12/14. He plead guilty to the shoplifting charges on 12/15/16. Due to the totality of the circumstances, he was taken into custody on the burglary and theft charges.

 

Stacy W. Gibson was transported to the Washington County Detention Center, where he is being held in lieu of a $2,000 bond. Arraignment is set for 1:30 p.m. on 09/30/20 in Washington County General Sessions Court.

     On Wednesday, September 30, 2020 at approximately 11:15 PM officers with the Johnson City Police Department arrested 23-year old Brandon Johnson, General Delivery, and charged him with Trespassing, Theft, Possession of Burglary Tools, and three counts of Burglary.

The arrest stems from an investigation into three separate thefts from the Lost Sock Coin Laundry, 405 Roy Martin Road. The suspect entered the building on September 24th, September 26th, and September 30th. Each occasion the subject forced open several machines, removing the change. The individual captured on camera each time appeared to be the same suspect.

Officers conducted surveillance at the laundromat on September 30th. The same suspect was seen entering the business. He was apprehended as he exited the building.  Investigation confirmed that the suspect in custody, Brandon Johnson, was the individual that entered the building on previous nights and stole from the business. It was also learned that Mr. Johnson was trespassed from the same business in April of this year.

Mr. Johnson was taken to the Washington County Detention Center where he is being held in lieu of a $6,000 bond. He is scheduled to appear in General Sessions Court on October 1st at 1:30 PM.

On 9/28/2020, officers of the Johnson City Police Department arrested Daniel Taylor (General Delivery Johnson City, TN, 21 years old) and Devany Ashby (General Delivery Johnson City, TN, 19 years old) and charged them with Burglary/Residential.

At approximately 2:30pm, Officers responded to 606 E Maple St. in reference to an ongoing burglary. Officers made contact with Taylor and Ashby inside the residence. Both suspects admitted that they had entered the residence without permission. Property belonging to both Taylor and Ashby were located inside the property

Due to evidence and their own admittance, both Taylor and Ashby were arrested and transported to the Washington County Detention Center without incident. Mr. Taylor and Ms. Ashby have bonds of $1,000. Arraignment is set for 1:30pm on 9/29/2020 in Washington County General Sessions Court.

    On 10/03/2020, officers of the Johnson City Police Department arrested Michael W. Baker (307 Cellus Park Rd, North Augusta, SC, 29841) and charged him with Possession with Intent to Sell Schedule I, II, and IV Narcotics, Possession without a Prescription, and Unlawful Drug Paraphernalia.

At approximately 10:54 am, officers conducted a traffic stop on a vehicle suspect of impaired driving.  A K9 alerted on the vehicle during the investigation.  A search of the vehicle lead to the discovery of Methamphetamine, ecstasy, and a large quantity of various prescription medications along with various paraphernalia.  The driver, Michael W. Baker was determined to be in the business of narcotics sales.  After being placed into custody, approximately $2,000 was located on Baker that was determined to be a product of narcotic sales.

Mr. Baker is currently being held in the Washington County Detention Center in lieu of an $18,000 bond.  His arraignment is set for 10/5/2020 at 1:30 p.m. in Washington County’s General Sessions Court.
